The All India Steering Committee of AIPRPA was held at the NFPE Headquarters Office at New Delhi on 24.02.2014 at 04.00 P.M. after the close of the Dharna by Pensioners Organisations at Jantar Mantar. The meeting was presided over by the Chairman Comrade D.K.Rahate. Comrade T.Narasimhan Vice Chairman of AIPRPA was also present. ComradeM.Krishnan Secretary General NFPE graced the meeting and rendered his valuable guidance. The General Secretary of P4 NFPE Comrade R.Seethalakshmi; and the Assistant Secretary General NFPE Comrade R.N.Parashar also graced the occasion. Comrade D.D.Singh [Agra] Deputy Secretary General BCPC also graced the meeting and addressed. 

PARTICIPANTS:

All India Steering Committee Members from Assam, Andhra, Bihar, Delhi, Himachal Pradesh, Punjab, Rajasthan and Tamilnadu were present. All India Steering Committee Members from Chhattisgarh, Gujarat, Haryana, J&K, Karnataka, Kerala, Madhya Pradesh, North East, Odisha, U.P and Uttarakhand were absent. The State General Secretary of Delhi State and Deputising State General Secretary of Tamilnadu State as well as the State Convenor of Maharashtra State AIPRPA attended the Meeting. Large number of leading representatives of AIPRPA from States who came to attend the Dharna also attended the AI Steering Committee Meeting.

ORGANISATION:

After discussion about the state of affairs prevailing in various states on the issue of building the organisation of AIPRPA it was decided that all efforts would be taken by the All India Steering Committee members to complete the formation of State Organisation by holding the State level meeting of pensioners from all districts at the earliest and to carry forward the formation of district / divisional level organisation at all levels.

SECRETARY GENERAL NFPE:

The Secretary General NFPE Comrade M.Krishnan emphasised that the AIPRPA Organisation shall be built as a vibrant organisation like the NFPE in order to defend the pensioners effectively. He advised that a firm date and venue should be finalised in this Steering Committee Meeting itself about holding the All India Special Conference to form the democratically elected team of office bearers for the AIPRPA.

ALL INDIA CONFERENCE:

After discussion it was decided that the All India Special Conference shall be held at the earliest and that the General Convenor shall in consultation with all concerned finalise the dates and venue and shall intimate through website quickly. It was also decided that the AIC shall be for 2 days and that the delegates representing Districts / Divisional Associations shall be @ 1 Delegate per 25 members with the Delegate Fee @ 500/- per Delegate.  

Accordingly availability of accommodation with the best convenience of delegates and other leaders to attend the All India Conference together with the minimum time required for all States to complete their respective State Conferences and District / Divisional formations, it has been decided that the All India Conference will be held at Vellore Town [Tamilnadu] nearer to Chennai City with 2 hours train or 3 hours bus travel from Chennai City.

The probable dates of the AIC are 19th and 20th of July, 2014.  Confirmation of the date and venue shall be intimated shortly.

All States are to complete their State formation within April / May, 2014. The task of organising District or Divisional level organisation before the AIC shall start immediately.  The General Convenor will attend all the State formation meetings and all are requested to fix the date in consultation with the General Convenor.

MEMORANDUM TO PAY COMMISSION:

On the question of submission of memorandum to 7th CPC the following decisions were taken:

  1. A Sub-Committee has been proposed by the BCPC [Bharat Central Pensioners Confederation] with one representative for each Pensioners Federation / All India Association to complete the Common Memorandum. The Chairman and the Secretary General of the BCPC viz., Comrades S.C.Maheswari and S.K.Vyas will represent BCPC in that Drafting Committee. The draft will be circulated to all organisations through websites etc for all to go through and enrich the Draft Memorandum.  A meeting of the full Drafting Committee as above will meet and go through all suggestions and finalise the Memorandum to be submitted to 7th CPC
  2. On sectional issues of Pensioners of respective Central Government Organisation, each Federation of All India Association shall prepare its own Sectional Memorandum that shall form Annexure to the Common Memorandum and both will be submitted to 7th CPC together. This All India Steering Committee has decided that the Draft Sectional Memorandum also will be placed in our website for all States and Districts / Divisions to make any improvements and modifications etc.

SHRI UMRAOMAL PUROHIT, FOREFATHER OF THE LABOUR MOVEMENT IS NO MORE

Shri Umraomal Purohit, who was born on 1st March, 1928, at Bheemji Ki Hatai, Jodhpur (Rajasthan), joined Railway Trade Union Movement as Secretary of Mehsana Branch of Western Railway Employees Union in 1951 after having been appointed as Asstt. Station Master, and thereafter achieved continuous new heights in the labour movement not only in our country but also across the globe, working on different positions, up to international level, breathed his last early in the morning today, i.e. 27th February, 2014 at around 04:50 a.m. in Mumbai Hospital, Mumbai. 

Shri Purohit has been a veteran leader in the trade union movement, serving the entire working class of India, and with his extraordinary capability of leadership he assumed new heights in the International Labour Movement. It was not only a matter of pride for the Railwaymen, but for the entire country that owing to his leadership ability, intelligence and vast experience of negotiation, he was positioned as President of the International Transport Workers’ Federation during October 1998 in the ITF Congress, held in New Delhi. It was for the first time that an Indian and a non-European was unanimously elected as the President of the ITF. He had another record at his credit of occupying this position consecutively for two terms, which also is a history.

Shri Purohit led All India Railwaymen’s Federation as its President right from 1980 as also represented the entire Central Government employees in the National Council(JCM) as Secretary Staff Side for over three decades. As Secretary, Staff Side, he had a series of historic achievements for overall socio-economic upliftment of the working class in India, some of which are - appointment of 4th, 5th, 6th and 7th Pay Commissions, Re-classification, Cadre Restructuring, payment of Productivity Linked Bonus, improvement in the service conditions of many categories of the Railwaymen. Shri Purohit also led Hind Mazdoor Sabha, a National Trade Union Centre as its General Secretary right from the year 1985 and worked hard for the workers of the Un-organised Sector of our country.

His sudden departure has created a void that would never be possible to fill-up, particularly at a juncture when the trade union movement is confronted to serious crisis attribitubale to various challenges from within and outside. He was a tough negotiator, but always believed in the negotiating settlement of the issues. His precious contribution in the labour movement shall be remembered forever.

UNILATERAL & RETROGRADE TERMS OF REFERENCE FOR 7th CPC





7th CPC TERMS OF REFEREMCE MOST REGROGRADE AND REACTIONARY



* Need Based Minimum Wage based on 15th ILC Norms not included in the Terms.
* No reference about the DA Merger and Interim Relief
* No reflection of Staff Side demand on Date of Effect from 01.01.2014.
* 3 Lakhs of GDS of Postal Department not included in the ambit of Pay Commission.
* No reference about the parity of pension between the past and the present pensioners.
* Post 1.1.2004 appointees categorically excluded.
* Most of the items of terms of reference are just repetition of 6th CPC terms!
* Most retrograde and reactionary and should be unacceptable to the Staff Side.


AIPRPA Condemns the attitude of the Government in coining the Terms of Reference  without subjecting them for a final consultation with the Staff Side.

AIPRPA condemns the approach of Government in finalising the Terms of Reference without any opportunity to any Pensioners Organisation on at least on Pension related issue.

The Terms of Reference as finalised and approved by the Government as per the PIB information is furnished below:



7th Central Pay Commission


The Union Cabinet today gave its approval to the Terms of Reference of 7th Central Pay Commission (CPC) as follows:-


a)      To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-


i.          Central Government employees-industrial and non-industrial;
ii.         Personnel belonging to the All India Services;
iii.        Personnel of the Union Territories;
iv.        Officers  and   employees   of  the   Indian  Audit  and   Accounts Department;
v.         Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and
vi.        Officers and employees of the Supreme Court.


b)      To examine, review, evolve and recommend changes that are desirable and feasible regarding principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forces, having regard to historical and traditional parities, with due emphasis on aspects unique to these personnel.


c)      To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.


d)     To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.


e)      To review the variety of existing    allowances presently available to employees in addition to pay and suggest their rationalization and simplification, with a view to ensuring that the pay structure is so designed as to take these into account.


f)       To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).


g)      To make recommendations on the above, keeping in view:


i.          the economic conditions in the country  and need for fiscal prudence;
ii.         the need to ensure that adequate resources are available for developmental expenditures and welfare measures;
iii.        the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications;
iv.        the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and
v.          the best global practices and their adaptability and relevance in Indian conditions.


h)      To recommend the date of effect of its recommendations on all the above.


The Commission will make its recommendations within 18 months of the date of its constitution.  It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.


The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.


Background


Central Pay Commissions are periodically constituted to go into various issues of emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

ANNUAL GENERAL BODY  MEETING OF BCPC 





HELD  AT NEW DELHI ON 22,02.2014



The Annual General Body of Bharath Central Pensioners Confederation [BCPC] was held today under the chairmanship of Comrade S.C.Maheswari President of BCPC as well as the Secretary General of Bharath Pensioners Samaj [BPS]. Comrade S.K.Vyas the Secretary General of BCPC placed a report for the consideration of the Governing Council and the same was unanimously adopted by the Council. As per the review there were 33 Pensioners Organisations affiliated to BCPC and out of which 25 have renewed their affiliation. Four Associations have newly affiliated with BCPC including our All India Postal & RMS Pensioners Association. As on date there are 29 affiliated Pensioners Associations in the BCPC.
It has been decided by the Annual GB to constitute a Sub-Committee for writing the Memorandum to be submitted to the 7th CPC on the demands of Pensioners. The Sub-Committee will be formed with all Pensioners Organisations after approaching all of them. The President and Secretary General viz., Comrades S.C.Maheswari and S.K.Vyas will be in the sub-committee on behalf of the BCPC. The affiliated Pensioners Organisations will submit their view points to the Secretary General for incorporating in the memorandum. The draft will be subsequently placed for consideration of all organisations. Attempts will be made to enlist the unity of all Pensioners Organisations so that a single common memorandum goes before the Pay Commission on common issues.


A new list of Office Bearers to the BCPC has been unanimously elected in the AGB. Comrade S.C.Maheswari of Bharat Pensioners Samaj [BPS] is elected as the Chairman and Comrade S.K.Vyas of NCCPA is elected as the Secretary General. Among others Comrade R.L.Bhattacharjee of NCCPA is elected as Vice Chairman; Comrade VAN.Namboodiri [BSNL /DOT Pensioners Association], Comrade K.Ragavendran [AIPRPA], Comrade D.D.Singh [AIPRPA – Agra] are elected as the Deputy Secretary Generals. Full list of Office Bearers will be placed in the website soon.



It was unanimously decided to participate in the 24.02.2014 Pensioners Dharna at Jantar Mantar by all participating organisations.
