ISSUED A PRESS NOTE

CLARIFIED THAT THE RUMOURS IN PRESS ABOUT EMPANNELED PRIVATE HOSPITALS DENY CREDIT FACILITIES FOR TREATMENT TO ELIGBLE CGHSBENEFICIARIES IS TOTALLY FALSE AND BASELESS

There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.

In this regard, the CGHS beneficiaries are advised not to be guided by such misleading information. Delay in payments in the last quarter of the financial year due to budgetary constraints is not a new phenomenon and the hospitals are aware of it. Ministry of Health and Family Welfare has taken special steps and the pendency is likely to be cleared within a week.

CGHS has already invited bids for revision of package rates through a transparent tender process. The last date for submission of bids is 10th March, 2014. Measures have also been taken to streamline the payment related issues in the ensuing empanelment process.


The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS. As per the information received by the Ministry, most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries.

DOT BSNL PENSIONERS WIN A CASE

CENTRAL CIVIL PENSION ARE MADE ELIGIBLE 

TO JOIN CHGS



The Government of India, Department of Telecommunications has issued orders allowing extension of CGHS facilities to those BSNL retired employees drawing Central Civil Pension / Prorata pension in recognition of their services rendered to DOT / BSNL


However, this is not permitted for other retired employees of BSNL


This is a victory to the DOT-BSNL Pensioners Association / and other Pensioners Organisations and the BSNLEU who were fighting this issue constantly.

Subject:- Extension of CGHS facilities to retired BSNL employees.


Sir,


Reference is invited to BSNL’s letter Nos.BSNL/Admn-I/14-15/9(pt.) dated 09.04.2012 and dated 11.1.2013 regarding extension of CGHS facilities to retired BSNL employees. The matter has been examined in consultation with the Ministry of Health & Family Welfare and it has been decided that :-


i) The retired employees, who are in receipt of Central Civil Pension/Pro-rata pension only from Central Civil Estimates are eligible for joining CGHS, other retired employees of BSNL arenot eligible for CGHS.


ii) Since CGHS is in operation only at 25 select locations in the country, the retired employees of BSNL who are in receipt of Central Civil Pension and therefore eligible for CGHS facilities, may also be considered for providing with an option to choose either CGHS or BSNL-MRS post retirement as per their convenience, in recognition of their services rendered to DoT / BSNL.


2. However, it may be noted that the retired BSNL employees who opt for CGHS would have to pay the requisite fee to CGHS as applicable to Government retirees.


3. This issues with the approval of Secretary (T).

AIPRPA ENDORSES THE CALL FOR PROTEST BY BCPC & NCCPA

PROTEST DEMONSTRATIONS





Government finalised Terms of Reference to 7th CPC unilaterally!

No consultation with any Pensioners Organisation and No final consultation with the Staff Side of JCM National Council!

Dear Comrades / Colleagues,

The Central Government as usual has finalised the terms of reference to 7th CPC without any care to consult the Pensioners Representatives or with the Staff Side leaders of the JCM National Council. The terms of reference has been finalised unilaterally and naturally has been loaded with issues that are against the interests of employees and pensioners. The Government has categorically excluded the employees entered on or after 1.1.2004 from the purview of pensionery benefits. There is no mention about the parity between the past, present and the future pensioners as demanded by the Unions and Pensioners Associations.

The Bharat Central Pensioners Confederation (BCPC) and the National Coordination Committee of Pensioners Associations (NCCPA) have called upon us for launching aProtest Demonstration on 25.03.2014 all over the country against this negative attitude of the Government. A Savingram to the Honourable Prime Minister of India may be sent immediately by all State and District Associations of our AIPRPA as called for by the NCCPA and BCPC. If for any reason the demonstration could not be conducted on 25th March, 2014, the same may be conducted at a convenient date to the District / Divisional Organisations either before or after 25th March, 2014 but not later than the end of March, 2014.

The text of the Savingram to be sent by us is as follows:


CENTRAL GOVERNMENT PENSIONERS OF THE ALL INDIA POSTAL & RMS PENSIONERS ASSOCIATION (AIPRPA) CONDEMN THE ATTITUDE OF GOVERNMENT IN NOT HONOURING THE COMMITMENT OF HOLDING DISCUSSION WITH STAFF SIDE NATIONAL COUNCIL JCM BEFORE FINALISING THE TERMS OF REFERENCE OF 7TH CPC AND DEMAND IMMEDIATE ACCEPTANCE OF:

1.   INTERIM RELIEF;
2.   MERGER OF DA;
3.   PARITY IN PENSION BETWEEN PAST AND FUTURE PENSIONERS;
4.  COVERAGE THE DEFINED BENEFIT PENSION SCHEME TO  EMPLOYEES RECRUITED ON OR AFTER 1.1.2004;
5.   INCLUSION OF A PENSIONERS  REPRESENTATIVE IN 7TH CPC;
6. SETTLEMENT OF ALL ANOMALIES RAISED IN NATIONAL ANOMALY COMMITTEE AND SCOVA.

All are requested to implement the programme and inform the CHQ about the details of the demonstrations conducted and the Savingram sent to Prime Minister of India either by SMS to General Convenor (09444919295) or by E-mail to aiprpachq@gmail.com
