GDS MEMBERSHIP VERIFICATION
OUR RESPONSIBILITIES AND IMMEDIATE TASK  ELECT AND SELECT AIPEU-GDS AS THE ONLY ONE RECOGNISED GDS UNION
Dear Comrades,
                   As all of you are aware Department of Posts has commenced the process of verification of membership of Gramin Dak Sevaks for grant of recognition.  The AIPEU-GDS was formed in the year 2012 and the Federal Council of NFPE held at Hyderabad in 2013, which is the highest decision and policy making body of NFPE, has decided to grant  “Associate Membership” to the newly formed AIPEU-GDS.  For the last four years, AIPEU-GDS is functioning without recognition and joined all the programmes of NFPE including strike.  During this four year period it had conducted two All India Conferences and formed Branches in all the 22 Circles.  After formation of AIPEU-GDS, it is the first membership verification taking place.
                   There is no doubt that the AIPEU-GDS will get recognition and shall become number one recognised GDS Union, with flying colours.  But that is not enough - we should make the AIPEU-GDS as the only one recognised GDS Union in the Department of Posts.  It is not impossible.
                   For fulfilling the above task, all Circle/Divisional Branches of NFPE affiliated Unions/Associations and also all CHQ office bearers are hereby requested to take immediate action to implement the following directions of NFPE.
1.                It should be ensured that Circle/Divisional Unions of AIPEU-GDS is formed in all Circles/Divisions.
2.                The name, designation and official address of the Circle/Divisional Secretaries should be intimated to “Com.P.Panduranga Rao, General Secretary, AIPEU-GDS, 1, Patel Road, Shadipur, Dada Ghosh Bhavan PO, New Delhi-110 008”.  Email ID: aipeugdsnfpe@gmail.com  Mob: 09849466595.  Divisional Secretaries should inform the above particulars to Circle Secretaries also.
3.                Still there are some divisions where the branches of AIPEU-GDS are not yet formed, inspite of repeated instructions from NFPE.   All those Divisions where the branch of AIPEU-GDS is not yet formed should form the Branch Union or at least an Adhoc Committee at Divisional level with a Secretary or Convenor before 15th April 2016.  The name, designation and official address with pin code and mobile number of the newly elected Secretary or Adhoc Committee Convenor should be intimated to the General Secretary and Circle Secretary.  Wherever Circle Unions are not functioning immediate action should be taken to form a functioning Circle Union or Circle level Adhoc Committee of AIPEU-GDS.
4.                It is reported from some circles that some P3 and P4 Divisional Unions of NFPE has not taken any positive action to form the Divisional Branches of AIPEU-GDS.  Not only that in some limited divisions, the rival GDS Union, which is campaigning against NFPE and has formed separate unions for Group-C and Postmen/MTS in the name of “UNITED” to break our P3 and P4 Union and thereby to destabilise NFPE, is given all help and assistance by the some P3 and P4 Unions of NFPE and also holding joint meetings with the rival GDS Union which is no more an affiliate or Associate of NFPE.  This is not permissile and is in violation of the directions and guidelines issued by NFPE.  It is once again made clear that disciplinary action will be taken against those divisions which refuse to form the branches of AIPEU-GDS and which are still cooperating and extending all help to the rival GDS Union and conducting joint meetings.  The recognition of all such Divisional Unions which refuse to carry out the directions of NFPE will be withdrawn without any further notice.
5.                Last date for submission of application by GDS Unions for participating in the membership verification process is 31-03-2016.  AIPEU-GDS has already submitted application to the Directorate on 18-03-2016.  Please note that the name of our union is “AIPEU-GDS”.  Department may issue orders fixing the last date for submission of authorisation forms to the Divisional heads, along with the model authorisation form with the signature of an officer of the Directorate.  Immediately on publishing the authorisation form by the department all the affiliated unions of NFPE should jointly jump into action and collect maximum number of authorisation forms from GDS of each division.  As GDS are working in remote villages, action plan should be chalked out now itself, for visiting each and every Branch Post Office by the NFPE leadership, for collecting authorisation forms signed by the GDS in favour of AIPEU-GDS.
6.                AIPEU-GDS is the GDS Union of NFPE and it is the collective responsibility of all Circle/Divisional Unions of NFPE to make our GDS Union as the only one recognised union.  Let us take it as a challenge and prove that it is possible.
7.                A separate circular issued by AIPEU-GDS CHQ is also enclosed herewith.

MEETING WITH CABINET SECRETARY ON PAY COMMISSION ISSUES

A meeting with Cabinet Secretary Sri. P. K. Sinha was held at Cabinet Secretariat Committee Room, Rashtrapati Bhawan, New Delhi on 30.03.2016. All Members of empowered committee i.e. Secretaries of Various Departments were present in the meeting. Department of Post was represented by Sri. Ashutosh Tripathi, Member (Personal), Sri Shailendra Dashora, DDG (Estt) Ms. Manju Pandey, DDG (Personal) & Ms. Anju Nigam DDG (SR) from NFPE Com. R. N. Parashar, Secretary General NFPE & General Secretary P3, Com. Giriraj Singh, President NFPE & General Secretary, R3 & Com. R. Seethalakshmi, Dy. Secretary General, NFPE & General Secretary P4 from FNPO, Com. D. Theagrajan, Secretary General, FNPO & General Secretary R3, Com. T. N. Rahate, President FNPO & General Secretary P4 and from BPEF. Com. S. K. Sinha, General Secretary Postal Accounts Association participated. We presented our views in support of each and every demand submitted by NFPE & FNPO in memorandum to Pay Commission and Empowered Committee and implementation cell. We demanded upgraded scales for each cadre of Department. The meeting was held in a very congenial atmosphere. We may hope for the better.
No proposal under consideration to replace the National Pension System (NPS) with old pension scheme - Govt. replied in Lok Sabha.

PROTEST TO DEMAND PENSION ON 1st APRIL

AIPRPA CALLS UPON TO HOLD PROTEST DEMONSTRATIONS IF PENSION NOT PAID TO PENSIONERS ON 1st APRIL





The AIPRPA CHQ had on 16th March sent email to Secretary Posts for intervention to cause to order payment of pension manually to all Pensioners in the background of Finacle in POSB will not work on 1.4.2016. Incidentally last year there was a huge delay as the 1st April was followed by two more days of holidays. We learnt that NFPE and some Circle Unions of NFPE have taken up the issue of payment to employees and pensioners. In the meanwhile the Circle Administration as like Tamilnadu Circle has issued orders for payment of salary to employees manually on 1.4.2016. On coming to know of this order of the Chief PMG the AIPRPA CHQ emailed to Secretary P for her intervention once again. The Pensioners who are a larger section are also to be paid their pension on 1.4.2016 through manual process that can be later adjusted with the SB Accounts electronically. Taking the situation into consideration, the AIPRPA CHQ calls upon all its States and District / Divisional Organizations to organize a protest demonstration in front of HPOs / Divisional Offices at a time of their convenience on 1.4.2016 to show our discontent towards the attitude of the Postal Administration that is not taking the issue of Pensioners seriously on the matter of payment of pension along with the Postal Employees.

Hold Protest Demonstrations – Take the support from all Service Unions / Associations – Invite the leaders of Service Unions also to the Demonstrations – Show our strong sentiments to the Postal Administration – Inform the CHQ about the demonstrations held and the situation in their respective places – Inform all Pensioners telephonically to assemble on 1.4.2016 for the demonstration as there is no time to issue any Notices!

POST OFFICES WITNESS TECHNICAL GLITCHES IN CORE BANKING SOLUTIONS NETWORK.

For the past few days, customers at many post offices have been waiting in queues for long hours to make deposits in their savings scheme accounts.

But, many of them have had to return disappointed, owing to glitches in the core banking solutions (CBS) network.

More customers opted to invest in postal saving schemes after the Postal Department announced that until March 31, depositors could avail themselves of the existing interest rate even if the rates would be revised in April. However, several post offices in the city did not have the capacity to handle the sudden rush of investors and the CBS system had collapsed in many places.

Many customers visiting the T. Nagar head post office on Tuesday complained that they waited in queues for over two hours, to be informed that transactions could not be carried out as the system was not functional. Some of them alleged that depositors were turned down as postal investments before the month-end would attract higher interest rates.

A resident of Anna Nagar said that those who wanted to withdraw cash or close the accounts after maturity were the worst-affected and long waits often led to frayed tempers among customers.

Deivanai Pandian, a resident of Anna Nagar, said: “Some customers wait for over four hours to check if transactions can be carried out. I visit once in two days to check whether the situation has improved. There are instances when even the staff members begin their day before 10 a.m. but are unable to carry out operations because the CBS system is not working.”

Customers demanded that the technical glitches in the software of the CBS be resolved and the bandwidth be increased to address such issues.

Officials of the Department said more customers chose to invest in senior citizens’ savings scheme, recurring deposits and time deposits.

On Sunday alone, 6,300 accounts were opened in the Chennai city region and deposits were accepted in post offices through manual system as in Anna Nagar. However, withdrawals cannot be made till the problem is set right and customers may have to opt for cash from postal ATMs.

Admitting that there had been a problem in CBS-enabled post offices, Mervin Alexander, Postmaster General (Chennai City Region), said overloading the system due to a large number of transactions in a short span had led to the problem and the technical team was involved in resolving it.

“We have a contingency plan to prevent inconvenience to customers. We have instructed post offices to accept deposits and provide manual receipts so that people need not wait for long hours,” he said. He added that nearly 25,000 saving accounts were opened in the past one week.

Postal staff members had been instructed to accept deposits and make entry online later to help customers get the benefits of higher interest rate.

Sub: Ending the discriminatory treatment towards Pensioners on the matter of payment of pension on 1.4.2016.

Kindly refer to our earlier email dated 16.03.2016 on the issue of payment of pension to pensioners manually due to non-functioning of finacle in POSB on 1st April. It is reported from several divisions of Tamilnadu Circle that manual pay disbursement to serving employees has been ordered by the Chief PMG whereas the Pensioners are not included for manual payment. This Association is not clear as to whether the orders of the Chief PMG Tamilnadu Circle is independently issued by him or at the behest of the Postal Directorate on this issue on an all India basis. However, this Association of Postal and RMS Pensioners is very much disappointed to find that a discriminatory treatment is being shown to pensioners. The Pensioners all over India are very much in distress at the non-inclusion of manual payment of pension to them on 1st April this year also. This Association urges your immediate intervention to cause to set right the matter.

Sub- request for immediate implementation of decision & opening of CGHS wellness centre at Visakhapatnam- reg

Hon’ble Sir,

We are constrained to bring to your notice the abnormal delay in implementation of the orders of your ministry regarding opening of wellness centre of CGHS at Visakhapatnam.
You are aware that nearly 80,000 above central employees and pensioners are residing in and around this international city. Keeping in view, we are demanding for establishment of CGHS wellness centre since long time. Finally orders were issued sanctioning the wellness centre of CGHS in the city with establishment of one Medical Officer, one staff nurse and one pharmacist which is not sufficient to the tune of employees in the city.
During our discussion with ADDL. DIRECTOR, CGHS, Hyderabad, it was assured that once it is established some staff required will be sent on deputation temporarily till regular sanction is given.
But unfortunately, even after a lapse of long time the orders are not implemented and till date wellness centre was not established on the plea of non availability of accommodation required.
We feel that if sincere efforts are taken, availability of accommodation is not a problem as accommodation available with many central govt. offices like Postal, BSNL etc. can be adjusted temporarily and immediately it can be established and after acquiring permanent accommodation it can be shifted.
As such keeping in view the above, we request the Hon’ble Minister to intervene and take action, so that it will be established without any further delay which will facilitate number of employees in general and pensioners in particular.
We hope that immediate action will be taken and a line in reply will be appreciated.

MEMORANDUM SUBMITTED TO HON’BLE MINISTER FOR HEALTH ,GOVT. OF INDIA BY THE CENTRAL GOVT. DEPT. OF POST PENSIONERS ON THEIR PROBLES REGARDING NON AVILABILITY OF MEDICAL FECILITIES AND IMMEDIATE ESTABLISHMENT OF CGHS HEADQTRS. IN NEWLY FORMED A.P STATE.

Respected sir,

                                 We the pensioners retired from service after rendering maximum service in the department are being deprived of medical facilities and discriminated from other central govt. pensioners. All the pensioners retired from service are being provided medical facility by granting medical facility from CGHS but unfortunately we are deprived of the same. After a direction from Hon’ble High Court of A.P temporarily allowed membership with renewal for every six months. Number of CGHS cord holders crossed 10 years but still they have to be renewed for every six months. But who retired from service in CGHS covered area is being provided permanent membership by paying ten years premium at a time. This is a clear discrimination.

                                   Now AP state was divided as AP & TELANGANA. Even though even after two years no separate CGHS Head Qtrs. was established in newly formed AP state, because of which we are deprived of the facility of CGHS permanent membership on the plea of non CGHS area. If once Head Qtrs. is established we will become authorized members of CGHS covered area and get medical facilities which are being enjoyed by the CGHS cord holders in Hyderabad, such as cash less treatment in CGHS Empanelled Hospitals now available in Hyderabad.

                                      Because there is no CGHS head quarters, only hospitals are recognized under CS MA Rules and we have to pay the bills first and bills are to be produced for sanction afterwards, resulting in incurring of heavy amounts, which one cannot afford at this old age.

                                           As a newly formed state we are entitled for establishment of CGHS head quarters and now State Govt. is providing land for establishing Central Govt. offices. In this back ground we request the Hon’ble Minister to take steps for acquiring land to CGHS Head Quarters in the newly forming capital city “AMARAVATHI”and establish the CGHS. We would like to mention here that already land was provided for AIIMS in the capital city and construction work is going on. We suggest that it will be convenient if some land is allotted near AIIMS it will be helpful to the pensioners and also to the regular employees.

                                            We also suggest that there is a peculiar situation prevailing in the newly formed state because already VISAKHAPATNAM is established as international city with NAVAL BASE and major PORT. It is the city having large number of Central Govt. employees and pensioners. In this back ground to facilitate that large number it is nesecerry to establish one admn. Branch of CGHS at Visakhapatnam.

                                             Keeping in view the above situation we request the Hon’ble Minister to take steps to settle the following issues as early as possible and help thousand of postal pensioners in particular and central pensioners in general.

DEMANDS:

1.     IMMEDIATE ESTABLISHMENT OF CGHS HEADQURTERS IN NEWLY FORMED STATE HEADQUERTERS WITH BRANCHES AT VISAKHAPATNAM AND TIRUPATHI.

2.     TEMPORARIRY OFFICE MAY BE ESTABLISHED IN THE NEWLY FORMED AP STATE IMMEDIATELY TO HELP CENTRAL PENSIONERS.


3.     THOSE WHO ENROLLED MEMBERSHIP FROM NON CGHS AREA AND CONTINUING SINCE 10 YEARS MAY BE GRANTED PERMANENT MEMBERSHIP.

4.     CONVERT ALL SIX P&T DISPENSARIES IN NEW AP STATE AS CGHS WELLNESS CENTRES AS RECOMMENDED BY 7TH CPC AND ESTABLISH NEW CGHS CENTRES AT TIRUPATHI, KURNOOL AND ANANTAPUR.

5.     ORDERS MAY BE ISSUED TO SUPPLY OP MEDICINES TO CGHS CORD HOLDERS TEMPORARILY TILL REGULAR WELLNESS CENTRES COME INTO FORCE.

6.     THOSE HOSPITALS RECOGNISED UNDER CSMA RULES MAY BE CONVERTED AS EMPANELLED HOSPITALS OF CGHS AND THEY MAY BE ORDERED TO PROVIDE CASH LESS TREATMENT TO CENTRAL PENSIONERS, WITH ATLEAST ONE HOSPITAL IN EACH DISTRICT.

                        WE HOPE THAT MINISTER WILL INTERVENE AND ACT IMMEDIATELY AND SOLVE THE PROBLEMS OF PENSIONERS WHO ARE FACING TROUBLE IN GETTING MEDICAL TREATMENT.
