Video Conference (2) to be held on 12.07.2020

Written report by the General Secretary on the Agenda Items

Introduction:  We pay homage to all persons lost their lives to Corona in general throughout the world and our Postal fraternity serving employees and pensioners in particular all over India. This report is an attempt to briefly touch the agenda items for today’s video conference so that all CMC Members will participate in discussion by omitting trivial matters. As the time will be short at our disposal, we request all CMC Members to be direct to the point and record.

Review of Decisions taken in the last video conference: As per the decision to hold a video conference of CHQ on the 2nd Sunday every month, we are holding this meet. As decided in the last video conference we learn that the States of Jharkhand and Andhra have conducted their video conference Working Committees. Reasons as to why such meetings could not be organized in other States needs to be informed by State GS comrades. Six months grace time was additionally granted for holding the All India / State / District – Divisional conferences. This decision has been communicated. CHQ preferred emails to DG Posts (1) on issue of ATM Cards to Pensioners; (2)  Implementation of Directorate orders on Postman/MG higher pay scale and grant of induction training period for TBOP/BCR within a time limit; (3) Endorsing DOPT orders on issue of ID Cards to Pensioners and issuing it free of cost; and (4) Endorsement orders by Department for grant of full family pension to employees die with less than 7 years of service. On the issue of CGHS related problems including permission to approach any empanelled hospital directly for general treatment and problems in several CGHS dispensaries and P&T dispensaries converted into CGHS, we have taken up with NCCPA and NCCPA and the Staff Side JCM Standing Committee are intervening with the Government Authorities. As we discussed the NCCPA in its Secretariat Video Conference decided and called upon to launch an email campaign to Prime Minister of India on DA/DP freeze issue. We are still waiting for normalcy to return for printing of Pensioners Post and the issue of March had been uploaded in social media platforms for the benefit of readers. On court case in the matter of DA/DP freeze, we have approached the Advocates in one or two places and notes prepared by the Advocate had been emailed to NCCPA Secretary General for discussion with JCM Staff Side and office bearers of NCCPA.

Implementation of Email Programme to PM at NCCPA Call: NCCPA Secretariat had called for sending emails to Honourable Prime Minister of India requesting for taking back the DA/DP freeze order. The affiliates and branches and members were requested to send emails and time upto the end of July was given for the task. AIPRPA CHQ also endorsed the call in all social media platforms. Some States and Districts / Divisions have responded and even members have sent the email at our call. State GS comrades should present their views about the actual implementation of the call at their states.

CGHS related issues and progress if any: NCCPA also discussed the issues with the JCM Staff Side Secretary. At a situation of total lock down and the Secretary General NCCPA who is also a member of the Standing Committee JCM National Council is handicapped and stranded in Kerala State. A meeting with the Health Secretary and Standing Committee JCM NC should take place on 9.7.2020. The decisions of the meeting on CGHS related issues will be clear by the time we meet in our next video conference on 12th.
