REPORT SUBMITTED BY STATE GENERAL SECRETARY TO STATE COMMITTEE IN THE WEB MEETING  TO BE HELD ON  5-7-2020.


Dear comrades,

                             I welcome you all to this web meeting which is being held today because of no possibility to hold the meeting directly. our last state committee was held on 14-7-2019 at Rajahmundry in the premises of Rajahmundry RMS. our east Godavari district committee under the leadership of com. D.TIRUPATHI RAO,Dist secretary made good arrangements for the meeting for which regular NFPE employees unions of POSTAL & RMS, Rajahmundry extended their solidarity and support. We extend our thanks to all those comrades who organized this meeting successfully.
Condolences: - we express deep condolences and homage to all those soldiers who lost their lives in the CHINA Border in protecting our integrity. We also express homage to those who lost their lives due to corona effect and in algemers gas leakage in VSP. We also express our gratitude and homage to those trade union leaders and our members who lost their lives during this period and express our deep condolences to their family members.

I.PRESENT SCENARIO IN THE COUNTRY:-

                                  Unfortunately corona came into existence throughout the world including our nation. Central govt. announced lock down up to 30thMAY expecting that we will come out of danger. But still it is going ahead vigorously day by day. This is because of lack of seriousness among public and also because of failure of governments both central & state in taking proper steps in time.

                                    Instead of taking proper steps to stop corona central govt. is utilizing the situation to implement their policy of privatization that too encouraging foreign direct investment in public sector companies. Rlys, LIC, COAL MINES etc are the main agenda. This is nothing but giving away the lives of people of this country to private companies both national & foreign.
                           Now it is the utmost duty of all trade unions to protest this and fight tooth & nail against the policies of the ruling class unitedly in association with common people of this country, who are the worst sufferers.

                           All trade unions are moving in this direction correctly. First program of protest was given on 3rd July which is going to be implemented successfully throughout the country. Our pensioners association also extended support and solidarity and decided to participate in this programme in consultation with local leaders.

II.ACTIVITIES OF OUR ASSOCIATION:-

1. During this period our association central working committee was held at GOWAHATHI, ASSAM STATE on 12th August 2019.
2. NCCPA AGM was held at JAIPUR ON 1ST&2ND NOVEMBER 2019
3. NCCPA SECRETARIATE MEETING WAS HELD AT DELHI ON 15-12-19.
4. As per the decision in cwc, memorandum addressed to HON’BLE PM was submitted to divisional superintendent/head post masters ON 15-10-19 by all dist/dvn secretaries.
5. As per the decision by our state committee MASS DHARNA was conducted before CPMG, AP CIRCLE & CGHS WELLNESS CENTER VIJAYAWADA and memorandums were submitted on the problems facing by pensioners.
6. As per the call by Confederation, on MAY DAY after flag hoisting dharnas were held before offices by postal employees in which pensioners also participated.
7. Decesion was taken by NCCPA & AIPRPA to extend solidarity and support to ONE DAY STRIKE and join in the programme given by all trade unions on 8th January2020.

                                      In spite of protests & other programmes by working class and common people ruling class is going ahead with their programme of privatization and corporatization. They are maximum utilizing this corona lockdown to implement their policy. Rates of petrol, diesel are reached highest peak even though internationally rate is going down.

                                  IT IS THE TIME TO INTENSIFY OUR PROTEST ACTIONS AGAINST THE POLICIES OF RULING CLASS  IF NESCESARY A CALL OF INDEFINATE STRIKE SHOULD BE TAKEN BY ALL TRADE UNIONS AND VIGOROUS CAMPAIGN SHOULD BE ORGANISED AMONG MASSES.

III. MEMBERSHIP ENROLLMENT & COLLECTION OF SUBSCRIPTIONS:-

                         Even though our dist/dvn committees are taking steps due to corona they could not hold meetings and collection of subscriptions became difficult. In spite of this they are taking steps to collect subscriptions. They are requested to continue their efforts and complete soon. These two years 2020&21 number of retirements are there. We should concentrate on them and to collect life more memberships.

THE DIST/DVN COLLECTED HIGHEST MEMBERSHIP & LIFE MEMBERSHIPS WILL BE HONOURED IN THE ENSUING STATE AGM.

All dist/division committees are requested to send quota to the extent of collected to state/chq immediately and remaining can be paid in the state agm.

IV. STATE AGM: -

                            Earlier we have decided to hold our state agm in the month of July. Our KURNOOL Dist. committee accepted to hold the AGM. They have almost finalized the venue also in Kurnool town. But unfortunately due to this corona lock down we could not hold this. We may expect this to be organized either in SEPTEMBER /OCTOBER if the situation improves and lock down is shifted.
V. RESOLUTIONS:-

1. ON IMPLIMENTATION OF DEPT.ORDERS ON UPGRADATION OF PAY OF POST MEN/MG FROM 1-1-96
2. DELAY IN IMPLIMENTATION OF UP GRADATION OF HSG I PAY FROM 1-1-2006
3. IMMEDIATE WITH DRAWL OF FREEZING DA UPTO 1-7-2021 AND PAYMENT OF DA WITH ARREARS
4.FIXATION OF PENSIONS BY GIVING INCREMENT & DA TO THOSE WHO RETIRED ON 30TH JUNE AND PAYMENT OF ARREARS.
5. GRANTING OF MACP FROM 1-1-2006 INSTEAD OF 1-9-2008 AND DRAWL OF ARREARS
6. UPGRADATION OF PAY OF ALL WHO RETIRED BETWEEN 1-1-2006 & 1-9-2008 BY MERGING PAY SCALES OF 5000,5500 WITH 6500 AND UPGRADING TO 7450/-AND GRANTING GP 4600/-BY IMPLIMENTING DOP&T ORDER WHICH WAS NOT IMPLIMENTED IN POSTAL DEPARTMNET.

7. ON CGHS:

A] EMPANELLMENT OF HOSPITALS & DIAGNOSTIC CENTERS IN NON CGHS AREA ALSO AND AVOID INCONVENIENCE FACING BY MEMBERS LIVING IN NON CGHS AREA.
B] ESTABLISHMENT OF CGHSWELLNESS CENTERS ATLEAST ONE IN EACH DISTRICT
C] ESTABLISHMENT OF ADDITIONAL DIRECTOR OFFICE IN AP STATE IMMEDIATELY
D] PROVISION OF SUFFICIENT STAFF IN NEWLY CONVERTED P&T DISPENSARIES & PROVISION OF SUFFICIENT ACCOMODATION AND PROVISION OF LABORATORY FECILITIES IN WELLNESS CENTERS.
E] SANCTION OF MEDICAL BILLS WITH IN THREE MONTHS OF SUBMISSION AS PER THE MOF&H ORDERS.
  
                            ALL DIST/DIVISIONS ARE REQUESTED TO SEND EMAILTHE AMENDMENTS IF ANY OR SEND ACCEPTENCEOF REPORT.

                           ALL DIST/DIVISIONS ARE REQUESTED TO INFORM THEIR ACCEPTENCE IN WEB CONFERENCE AND REQUESTED TO SUBMIT ANY OTHER RESOLUTIONS IN WEB CONFERENCE. IF THEY WANT TO PRAPOSE OTHER RESOLUTIONS THEY ARE REQUESTED TO SEND BY EMAIL BEFORE THE MEETING SO THAT WE CAN PUT THEM FOR APPROVAL.
