Comrade,

     A meeting of Postal J.C.A consisting of NFPE, FNPO, AIPEU GDS and NUGDS was held at NFPE office, North Avenue, New Delhi on 15-11-2018. All General Secretaries of NFPE, FNPO and GDS Unions participated in the meetings.

       The meeting was presided over by Com. T.N Rahate, Secretary General FNPO.

       A threadbare discussion took place on the prevalent situation in Deptt of Post. Deptt is moving ahead on the path of corporatization which will lead to privatization of services in future . IPPB is the burning example of this. After MNOP, PNOP has been brought and separate Parcel Directorate has been

 Setup . The Minister communication is announcing to setup a separate company for PLI & RPLI.

       There is acute shortage of staff in each cadre . Cadre Restructuring for left out categories is not being finalized. The result of regular membership verification conducted in 2015 has not been declared yet. The entire process of GDS membership verification was cancelled arbitrarily.

       High Court & Supreme Court decisions in respect of MACP, RTP and others matters are not being implemented.

       Positive recommendations of Sri Kamlesh Chandra Committee are not being implemented.

       Every day new services are being introduced without developing proper infrastructure and without providing adequate manpower and training to the staff. Deptl Council meetings and periodical meetings are also not being held since long. More and more victimization of trade union leaders has become the order of the day.

       So therefore taking a serious note of all the above mentioned facts, PJCA has decided unanimously to conduct 2 days strike on 8 & 9 January – 2019 for which vigorous campaign will be launched . All leaders of NFPE & FNPO will carry on the campaign programme which will be declared shortly.

       The Charter of demands for which 2 days strike will be conducted is mentioned as under.

CHARTER OF DEMANDS

1. Implement all positive recommendation of Sri  Kamlesh Chandra Committee report and grant Civil servant Status to GDS.

2. Fill up all Vacant Posts is all cadres of Deptt of Post i.e P.A/S.A, Postmen, Mail Guard , MTS, GDS, Postal Acctts, P.A  Admn Offices, P.A SBCO & Civil Wing etc and separate identity of all cadres within a time frame.

3. Settle all the problems arisen out of implementation of C.S.I & R.I.C.T.

4. Withdraw NPS and Guarantee minimum pension 50% of last pay drawn.

5. Membership verification of G.D.S and declaration of result of regular employees membership verification conducted in 2015.

6. Implementation of orders of   payment of  revised wages and arrears to the casual , Part time, Contingent employees & daily rated mazdoors as per 6^th  7^th CPC and Regularize Services of casual Labourers.

7. Implement Cadre Restructuring for left out categories i.e RMS, MMS, Postman/MTS, PACO, PASBCO,  Postal Acctts, Postmaster Cadre and Civil Wing etc.

8. Stop Privatization,  Corporatization and out sourcing in Postal Services.

9. Very Good Bench Mark should be implemented after issue of orders i.e from 25.7.2016 .

10.          Implement 5 days week in Postal and RMS

11.          Consider the suggestions by RMS JCA regarding PNOP & CSI.

12.          Enhancement of higher payscales to those categories whose minimum qualification has been enhanced e.g Postmen, Mail guard.

13.          Grant of pension to the promoted GDS based on Supreme Court Judgement in SLP No (C) 13042/2014

14.          Withdraw orders of enhancement of cash conyance limit without security.

15.           Implement all High Court and Supreme Court decision in C/W MACP, RTP and others.

16.          Cash less facility treatment under CGHS  and allotment of adequate fund under head MR & T. A

17.          Retention of Civil wing is the Deptt of Post.

18.          Holding of Deptt Council Meetings and periodical meetings at all level.

19.          Stop Trade Union victimization and in the name of unscientific targets.

NCCPA LAUNCHES A NATIONWIDE PROGRAMME OF ACTION

Dear Comrades - The Secretary General NCCPA has issued a latest circular on the finalized Programme of Action on 10 Point Charter of Demands. As an affiliate, AIPRPA has to  play its due role for the success of all phases of the Programme of Action. The District / Divisional Secretaries are requested to immediately convene their AGM / Working Committee to plan the programmes meticulously. A Circular from the AIPRPA CHQ is also under issue.

1. The Post Card campaign shall be organized with full vigour and all members should be approached for their participation in the post card campaign to the Honourable Prime Minister.

2. Full mobilization of Postal & RMS Pensioners from all Districts / Divisions in large number to be ensured at the State level Dharna at 11 Centers on various centres.

3. Start enrolling volunteers for the New Delhi Token Fast on 15.03.2018 and start making up and down reservations now itself. Every District / Division shall represent in the Delhi Programme. Detailed instructions are provided in the CHQ Circular.

As you are aware, the NCCPA National Executive meeting held at Chennai on 5^th August, 2018 had resolved to organize  Programmes of Actions on 10 Point Charter of Demands of CG Pensioners. Mainly the following Programmes were finalized.

Post Card Campaign to Hon’ble Prime Minister:

A Post Card Campaign has been finalized to be organized amongst the entire rank and file membership of NCCPA. The Campaign may be undertaken from 1.12.2018  and 31.12.2018 the Post Cards may be organized to be sent to the Prime Minister between 1.01.209 and 15.01.2019. All Pensioners may be approached to write the following sentences in the Post Card and the same may be posted to the Hon’ble Prime Minister:

I solicit the kind attention of the Honourable Prime Minister to the memorandum dated 15.11.2018 submitted by the National Co-ordination Committee of pensioners in which I am a member  on certain pension related issue.  I seek the intervention of the Honourable Prime Minister to ensure settlement thereof.

1.       Mass Dharna Programme in 11 Centres:

As reported earlier, the meeting had decided to hold mass dharnas by the CG Pensioners in the following 12 Centres. The Dharna Programme is to focus attention on our 10 Point Charter of Demands. In our earlier circular letter we had indicated that which of the states will deploy comrades to the Dharna Centres.  Kindly take note of the same and advise the comrades to reach the dharna venue on the appointed date.

2.      NCCPA leaders organizational tour to meet the members:

NCCPA Office Bearers will be attending these Mass Dharna Programme in 11 centres by dividing these centres in such a manner that the Office Bearers of Home States will be attending these Centres and also one extra centre nearest to their States as indicated in the above chart.   On successful completion of the first phase of the programme, the National Sectt. of NCCPA will meet at Delhi to finalize the campaign programme to be mounted in the month of February, 2019.( The date of meeting at Delhi will be finalised in consultation with Com.President and will be communicated later.) The  National Sectt. will also discuss the ways and means to strengthen the finance of the NCCPA to carry out the programme. The idea behind the second phase of the programme is not only to campaign over the demands but also to widen the base of NCCPA. Besides, the State Capitals, the presence of office bearers may be utilized for campaign in other important centres of the respective States.

3.      Hunger fast Programme  at New Delhi:

In  culmination of all the above programmes, there shall be a hunger fast from 11.00 A.M to 3.00 P.M on 15.03.2018 at  New Delhi. We expect to mobilize more than 2000 comrades in the said programme. Quota for each affiliate and State Centre is as under:

AIBDPA: 800 (including Delhi), AIPRPA: 800 (including Delhi), ITPF=100, Autonomous body Associations: 50, Other affiliate: 10 each.

State Centres:   Jaipur CGPA: 200, Nagpur CGPA: 50, Hyderabad CGPA: 50, Kolkata CGPA: 50, Kerala CGPA: 50, MP=50, UP=50 ,Odissa=25, Tamilnadu=20, and Karnataka=20.

CHARTER OF DEMANDS.

As finalized at the Chennai NE meeting

On 05.08.2018

1.       Implement Option No. 1 as  a pension fitment formula as recommended by the 7^th CPC and Grant MACP benefit w.e.f 1.01.206 as per the Supreme Court  judgment.

2.    Revise the Pension of BSNL absorbed retirees immediately with 15% fitment, recommended by the 3rd PRC and approved by the government from 01-01-2017, delinking the wage revision in BSNL.

3.    Revise  pension of Central Autonomous Body pensioners.

4.    (a) Provide notional fixation of pension under Option No. 3 on the basis of the pay scale/pay level of the cadre or grade from which the pensioner retired. (b) Provide fixation of pension in the case of all pre 2006 pensioners on the basis of the grade pay/pay level or pay scale of the post or cadre from which one has retired as per the judgments of Courts.

5.    Extend the benefit of CS(MA) Rules  to all pensioners who are not covered by CGHS.

6.    Increase the FMA to Rs. 2000 as has been granted to PF Pensioners and introduce the health insurance scheme as suggested by the 7thCPC.

7.    Raise the minimum pension to 60% of the Minimum wage. i.e. Rs. 10,800 p.m.

8.    Restore the commutation portion of pension after 10 years.

9.    Provide increased rates of pension on attainment of 70 years onwards.

10. Scrap the New Contributory pension scheme and restore the defined benefit pension   to all CGEs irrespective of their date of entry into the Government service.

TRANSFER OF PENSION ACCOUNT FROM ONE PENSION DISBURSING AUTHORITY (PDA) TO ANOTHER PDA

Sub: Transfer of pension account from one Pension Disbursing Authority (PDA) to another PDA.

Provisions for Transfer of pension account from one Pension Disbursing Authority (PDA) to another PDA has been provided in the Defence Pension Payment Instructions (DPPI) as well as Scheme for Payment of Defence Pensions by Public Sector Banks. But, it has been observed that the PDAs are not following laid down procedure in the matter. Hence, the competent authority has decided that following procedure is required to be adopted in the matter.

(i) Pensioner shall submit a simple application (in Part-I of the enclosed formats) along with Pension Certificate (where issued to him) to the PDA from where he is drawing pension at present. A copy of application may be returned to the pensioner duly giving the receipt of the application by the PDA for the records of the pensioner.

(ii) The following documents are required to be forwarded by the existing PDA to the new PDA by registered post. (a) PPO (including all Corrigendum PPOs) and Payment Authority (if any issued) (b) Descriptive Roll/Identification Documents with Photographs. (c) Extract of Payment Register with a certificate thereon indicating the rate of Pension and Dearness relief and date upto and for which last paid. Where the pensioner has been allowed commutation of pension, the PDA should also indicate prominently in the Last Pension Certificate, the date of payment of capitalized value of pension, the date of reduction of pension on account of commutation and the date on which he would complete 15 Years for restoration of his commuted portion of pension. (d) Nomination to receive arrears of pension (e) Option & undertaking furnished by the pensioner for Medical Allowance (f) Pension Certificate (where issued)

(iii) In the current scenario, most of the PPOs are issued e-PPO form. Hence, it has been decided that transferor PDA will forward the documents mentioned above as well as copy of e-PPO received through SFTP from this office duly countersigned by him to the new PDA as per existing system.

(iv) Further payments in continuation of the date upto and for which the pensioner is shown as paid on the Extract of Payment Register, will be arranged by the new PDA.

(v) An intimation regarding the transfer of pension papers should invariably be sent both by the transferor/transferee PDA to the Pr. CDA (Pensions) Allahabad through Form-I/IMP-5(A)/D-II by the transfer or PDA (under Part-II of the enclosed format) and FormII/IMP-5/D-I by the transferee PDA (under Part-III of the enclosed format) as per prevailing procedure by registered post as well as on e-mail ID: pcdappdat.dad@hub.nic.in

(2) While forwarding Form-I/IMP-5(A)/D-II to this office by the transfer or PDA, following documents are also required to be attached with Formt/IMP-5(A)/D-II:

(i) A consent (in Part-IV of the enclosed format) from the new PDA that after receipt of documents from the existing PDA, his/her pension will be paid after taking on the payment strength of the new PDA. (ii) A leaf of cheque issued by the new PDA duly cancelled in the case of new PDA is Bank.

(3) In the case of change of PDA from Indian Embassy, Nepal to other PDA and vice-versa, existing system for pension file routed through this office and issuance of corrigendum PPO before change of PDA will follow.

NFPE CALLS UPON POSTAL EMPLOYEES TO MAKE 2019 JANUARY 8th & 9th TWO DAYS STRIKE - A GRAND SUCCESS

IMPORTANCE OF JANUARY 2019 TWO DAYS STRIKE

National Convention of Workers organized by Central Trade Unions (except BMS), independent Federations and Associations viz; Central Government and State Govt. Employees, Banks, Insurance, Defence production employees etc, held at Mavlankar Hall, New Delhi on 28^th September 2018, has decided to conduct two days nationwide strike on 8^th& 9^th January 2019. Earlier, Confederation of Central Govt. Employees & Workers, in its National Convention held at Hyderabad on 10^th June 2018, has decided to go for one day’s nationwide strike on 15^th November 2018, demanding settlement of 10 points Charter of demands of Central Govt. Employees, Pensioners, Gramin DakSevaks and casual/contract workers. In the changed circumstances, Confederation has decided to postpone the 15^th November 2018 one day strike and to join the two days strike on 8^th and 9^thJanuary 2019 announced by the National Convention of Workers. There is no change in the 10 points charter of demands of Confederation adopted in the Hyderabad National Convention.

The declaration adopted in the National Convention of Workers held on 28^th September 2018 has stated as follows:

“Government is dragging its feet on wage negotiations of public sector in bipartite settlement and 7^th Central Pay Commission anomalies of Central Government employees. Four sub committees were formed by the Government to address several issues raised by Central Government employees (NJCA) such as scrapping of New Pension Scheme (NPS) review of Minimum wage and fitment formula, restoration of allowances and allowing option-I as one of the pension benefit formula. But nothing has been done.

The Central Government Employees organisations including the Defence and Railways have been planning united action against the betrayal of the Government and asserting their genuine demands including scrapping of New Pension Scheme. This National Convention extends full support to their struggle and upholds all their demands.”

Thus, the entire Trade unions (other than BMS) has taken serious view of the negative attitude of the Central Government towards the demands of Central Government employees and Pensioners and extended full solidarity and support to our struggle.

Unrest among the New Pension Scheme (NPS) employees is rising day by day. Those NPS employees who retired from service, in 2015 to 2018, after completing ten years’ service are getting a paltry sum of Rs.1000 to 3000 only as monthly annuity pension. How can a pensioner and his family live with such a megre amount as pension. This is equal to “No Pension”, Under the Old Pension Scheme (OPS) an employee who completed minimum ten yearsservice is eligible for 50% of last pay drawn as minimum pension.

Regarding increase in Minimum Pay and Fitment formula, the assurance was given to the NJCA leaders by none other than the Hon’bleHome Minister and Finance Minister on 30.06.2016. Two years are over but nothing happened. Government has replied in Parliament that, at present, there is no proposal for increasing Minimum Pay and Fitment formula. Thus the entire Central Govt. Employees are betrayed. Regarding Pensioners, the one and the only favourable recommendation of the 7^th CPC i.e. Option-I, stands rejected by Government.

Three lakhs GraminDakSevaks of the Postal department conducted a heroic strike for sixteen days and finally Govt. was compelled to accept their demands.But while issuing orders, eventhough new pay scale recommended by the Kamalesh Chandra Committee is implemented, regarding arrears the Committee’s recommendation was rejected and modified by Govt. Some important recommendations like Children Education Allowance, Time bound three financial upgradations etc. are still pending. Regarding revision of wages of Casual Labourers, orders issued by Postal Directorate is yet to be implemented in some Circles and Divisions and their demand for regularisation is not considered favourably by Govt.

The situation in the country is deteriorating day by day. National economy including value of Indian currency, suffered serious setback due to pro-corporate, anti-labour and anti-people neo-liberal policies pursued by the Central Government, grievously impacting the livelihood of the working people and farmers.

The situation due to steep rise in petrol and diesel prices with cascading effect on increase in prices of all daily life utility items, especially food items, is resulting in torturous impact on common masses. The unemployment situation is getting aggravated with employment generation practically turned negative even in most labour-oriented sectors. The agricultural sector and farmers are in deep distress. The after-effects of demonitisation and faulty GST Continue to adversely impacting the deep crisis set in the fast-paced neo-liberal economic policies of the Government. Lack of job opportunities on the one hand and continued job losses, retrenchments, illegal closures on the other hand are imposing miserable condition on the ordinary families for their food, education of children and medical care of the sick and elderly, Aggressive move to sell the shares of the Public Sector undertakings and onslaught of privatization through various routes like outsourcing, PPP etc. is going on in full swing. The demand for universal social security with guaranteed pension has fallen on deaf ears.

Central Govt. not only refused to respond to the just and genuine demands of the organized agitation of working class, but has been continuing its aggression against the hard-won labourrights of the workers, employees and Trade Unions. It is in this background the entire working class of our country has decided to fight back the onslaught of the Govt. against the working class and peasants.

National Federation of Postal Employees (NFPE) has been in the forefront of the struggle against the neo-liberal policies of the Govt. especially against the negative attitude of the Govt. towards the Central Govt. Employees demands including Postal employees.

On January 8^th& 9^th, about 18 to 20 crores organized and unorganized workers will go on two days strike. NFPE HQ calls upon the entirety of Postal and RMS employees including GraminDakSevaks and Casual, Part-time, Contingent employees to join the strike en-mass. It is a struggle for our survival.
