Tomorrow may be BLACK! Get Organized!
Hear the Danger Bell!
Unity is Paramount Need!
Indian Railways is the biggest civilian government department. It employs 13 lakhs employees. There are 15 lakhs pensioners in the rolls.
The expenditure towards pension liability for 2020-21 is estimated around 53,000 crores. But Railway Board has written to Finance Ministry to take over the pension liability by Government as Railways is facing an economic crisis!
But Finance Minister Ms.Nirmala Seetharaman has rejected to take the responsibility by Government as per media reports.
Many questions arise now. But two questions are major:
1) Then why the Department offered a huge sum to the tune of 151 crores to PM CARES Fund and spent crores of money to reshape coaches into a huge 3.25 lakhs COVID-19 treatment beds?
2) If this is the condition of Railways, major earner of Government, then what will happen to pensioners of other departments reportedly making loss and bearing the pension liability from its own budget like Department of Posts?
Tomorrow is black! Let us get organized quickly now and ready to fight before it is too late! Let us not allow India to become Greece where pension was reduced 17 times and pensioners wait for days to get their monthly pension.
Consolidate AIPRPA
Consolidate NCCPA
Consolidate Unity of All Pensioners!

The Secretary (P)
Department of Posts
New Delhi – 110001
Sir,
Sub: Programme of Demonstration by Postal Pensioners on 3.11.2020 to focus three demands – regarding.
This All India Postal & RMS Pensioners Association in its Central Managing Committee held on 11.10.2020 had unanimously decided to conduct a nationwide demonstration despite corona pandemic threat to focus the concentration of the Department of Posts on three urgent issues.
The Directorate had issued orders as far back as on 25.05.2018 for upgrading notionally the basic pay of Postman/Mailguard staff. Clarificatory orders also was issued by the Directorate on this issue subsequently on . Similarly order of the Directorate was issued as far back as on 5.5.2016 for including the period of induction training for TBOP/BCR of direct recruit Pas/SAs.
The Postman upgradation of pay scales notionally from 1.1.1996 is still kept pending in many circles. As the Postman/Mailguard scale of pay was upgraded from 1.1.1996 instead of 10.10.1997, the TBOP/BCR employees of the same cadre also automatically stands upgraded to next higher pay scales as the order itself preponed to 1.1.1996 instead of 10.10.1997. But in many circles the higher pay scales are not extended to TBOP/BCR Postman/Mailguard employees and pensioners. Even after more than two years thousands of Postman/Mailguard and TBOP/BCR Pensioners as well as family pensioners are put into mental agony due to inordinate delay in implementation. Circles are not even caring to issue compliance reports as ordered by the Directorate on 31.01.2019.
Similarly the orders of the Directorate issued in 2016 for granting the period of induction training also for calculation of TBOP/BCR to direct recruited PAs/SAs also not fully implemented as unnecessarily the Pensioners and Family Pensioners are demanded with production of their copy of induction training for granting this benefit. It is ironic that the Pensioners and Family Pensioners are asked to submit this copy after decades and as they could not produce, their benefits are denied.
The Pensioners and Family Pensioners are suffering from lack of several health-related issues. The Medical Insurance Scheme is being delayed by the Health Ministry for a long time. The non-CGHS area living beneficiaries are not having the benefit of wellness centres in their districts. There are not even referral hospitals for them to take treatment. Medicines are not timely supplied to beneficiaries in several dispensaries. There is a shortage of Doctors and Para Medical Staff in many Dispensaries. The Health Ministry is not caring to take these genuine issues into consideration and settle them on war footing despite the spread of pandemic warrants urgent health measures.
Therefore, this Association is launching a nationwide programme of demonstration in front of Head Post Offices / or / RMS Offices / or / Divisional Offices / or / DPA offices / or / Chief PMG offices according to the local feasibility. After demonstrating a copy of this letter will be handed over in lieu of a Memorandum with a request for onward transmission to the Secretary Department of Posts. As all participants are senior citizens and they are participating in the protest despite corona pandemic threat, we urge upon the Postal Directorate to permit them to peacefully demonstrate and submit this letter to the local authorities for onward transmission to you. We also urge upon you to direct the authorities concerned to take urgent measurers on war footing to attend to the implementation of Directorate Orders without further delay.
Thanking you,
Yours faithfully,
Sd/-
