AADHAAR IS NOT COMPULSORY TO GET PENSION

            The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 30th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on January 12, 2017.

            During the meeting, Dr. Jitendra Singh said that the SCOVA which was first constituted in July, 1986 would be completing 32 years this year. He said this platform has gone a long way in addressing in a focused manner issues related to Pensioners. He said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister while assuring the representatives of pensioners’ Associations said that it was no more mandatory to have one’s Adhaar Card to get his/her pension.

            The Minister said that the Department of Pensions has brought out a series of OMs to benefit the Pensioners/Family Pensioners in the last 12 months including enhancing of minimum pension from Rs.3500/- to Rs.9000/- per month; the ceiling of gratuity has been increased from the existing Rs.10 lakhs to Rs.20 lakhs; the rates of ex-gratia lump sum compensation being paid to the families of employees who die in performance of duty has been increased from existing Rs. 10-15 lakhs to Rs.25-45 lakhs. He also said that divorced daughter will be eligible for family pension if divorce case has been filed before the death of pensioner/family pensioner, even though the judgment has been passed after the death of the pensioner /family pensioner.

            Dr. Jitendra Singh said that this Government has given relief to the senior citizens and Pensioners in the Budget 2018-19 by allowing Standard Deduction of Rs. 40,000/- per year to the Pensioners and given exemption on tax on account of interest income from bank savings accounts has been increased to Rs. 50,000/ from Rs. 10,000/- per year. Deduction on account of health insurance premium which was earlier allowed at maximum of Rs.30,000/- has now been increased to Rs. 50,000/- in the case of Senior Citizens/Pensioners.

            While addressing the meeting he said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.

            In the meeting, discussions were held on the action taken report of the 29th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special “Higher” Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.

            The Secretary, DoP&PW, Shri K.V. Eapen and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.

Sub: -  Providing CGHS facilities at Vijayawada, state Capital of Andhra Pradesh.
Even though four year years are over after the formation of Andhra Pradesh and Telangana states by dividing erstwhile Andhra Pradesh state, no separate CGHS Head Quarters is established for Andhra Pradesh state at its capital Vijayawada and the discrimination continues inspite of Several memorandums submitted earlier by various organisations and people’s representatives. As a newly formed state capital Vijayawada is entitled for establishment of CGHS facilities as the CGHS existing at Hyderabad has become a part of Telangana state. It is reported that state Govt. is providing required land for establishing Central Govt. offices in the proposed city “Amaravathi” the future Capital City of Andhra Pradesh. Land will be allotted for establishing CGHS also in the proposed capital city, if applied for by CGHS authorities new itself. AIIMS has already been allotted land. Pending Construction of own building the CGHS can function in rented buildings as being functioned in many others states.
Your kind intervention is requested to Immediate establishment of
(1)   New CGHS Headquarters of Andhra Pradesh at Vijayawada with branches at Visakhapatnam and Tirupathi.
(2)   Further those pensioners who enrolled CGHS membership from Non-CGHS area and continuing since 10 years may be granted permanent membership on payment of ten years subscription as per the rate of subscription on the date of their retirement excluding the amount already paid by them on temporary basis.

Dear Comrade,

As you may be aware the Govt. of India, Ministry of Finance, has given the following written reply in Parliament for a question asked to Minister of Finance, regarding our demand – “Increase in Minimum Pay and Fitment Formula”.

Reply given by Minister of state for Finance:

“The minimum pay of Rs.18000/- p.m. and fitment factor of 2.57 are based on the specific recommendations of the 7th Central Pay Commission in the light of the relevant factors taken into account by it. Therefore, no change therein is at present under consideration”.

From the above it is crystal clear that Govt. has gone back from the assurance given on 30.06.2016 by Group of Ministers including Sri Rajnath Singh, Home Minister, Shri Arun Jaitley, Finance Minister and Shri Suresh Prabhan, then Railway Minister, that Minimum Pay and Fitment formula will be increased and for that purpose a High Level Committee will be appointed to submit report within four months.

Now that Govt. has gone back from its assurance, I on behalf of Confederation of Central Govt. Employees & Workers, which is a constituent organisation of NJCA, request you revive our deferred agitational programmes immediately and for that purpose, if necessary, an urgent meeting of the NJCA may be convened.

How to Join CGHS after Retirement

        The central Government Employees those who are on the verge of Retirement are having many doubts about joining CGHS after retirement. Many queries have been raised by our viewers about registering with CGHS and availing the CGHS facility after retirement. Hence the details of joining CGHS and entitlement for availing treatments and its benefits, list of empanelled Hospitals are compiled and given under for viewer’s reference.
Medical Benefits for Retirees
All Central Government pensioners/family pensioners who were eligible for taking treatment under the Central Government Health Scheme (CGHS) while in service are eligible for availing CGHS facilities after retirement, irrespective of whether they were or were not availing CGHS facilities while in service. Further, it is not necessary that these pensioners / family pensioners should be living in the areas covered under the CGHS.
Presently the CGHS facilities are available in the following cities:
Allahabad, Ahmedabad, Bangalore, Bhopal, Chandigarh, Chennai, New Delhi, Faridabad, Ghaziabad, Gurgaon, Guwahati, Hyderabad, Jaipur, Jabalpur, Kanpur, Kolkata, Lucknow, Meerut, Mumbai, Nagpur, Noida, Patna, Pune, Shillong, Thiruvananthapuram.
The Central Govt. Health Scheme provides comprehensive health care to the CGHS Beneficiaries in India. The medical facilities are provided through Wellness Centres (previously referred to as CGHS Dispensaries) /polyclinics under Allopathic, Ayurveda, Yoga, Unani, Sidha and Homeopathic systems of medicines.

d. 17 Dental Units
           The pensioners / family pensioners have to get their names registered with any of the CGHS dispensaries after submitting an application in the prescribed proforma for the issue of a CGHS identity card.
Procedure to Register with CGHS
1. One can get a CGHS card made from the office of AD / JD of the City.
2. Forms can be downloaded from CGHS Website or can be taken from office of AD / JD of city.
3. Documents required
i. Application in prescribed format
ii. Proof of Residenceroof of Stay of dependents
iii. Proof of age of son
iv. Disability certificate, if any in case of sons aged 25 & above, who would otherwise cease to be a beneficiary.
v. Photos of eligible family members
vi. Surrender Certificate of CGHS Card while in service ( only in those cases where CGHS Card was issued while in service)
vii. Attested copies of PPO & Last Pay Certificate
viii. Draft for required amount towards CGHS contribution – in the name of ‘P.A.O., CGHS New Delhi’ in Delhi-and in the name of ‘AD, CGHS of the city’.
ix. In case PPO is not ready for any reason there is option to get a provisional card on the basis of Last Pay Certificate.
x. The data is entered through computers and entered in data base and a printout is issued same day for immediate use. Plastic cards are subsequently sent to the residence of the card holder by post.

Annual and One Time Life Time fee for joining CGHS
Pensioners who want to avail CGHS facilities can make contribution either on yearly basis or one time ( ten yrs ) contribution for whole life validity.
Payment can be made by Demand Draft in favour of “P.A.O., CGHS New Delhi’ in Delhi-and in the name of ‘AD, CGHS of the city’. Contribution in respect of Pensioners are calculated on the basis of grade pay they are entitled had they been in service, but for superannuation.

Medical Allowance For Retirees Residing In Areas Not Covered Under CGHS.

a. Pensioner residing in non- CGHS covered areas have the option to become CGHS beneficiary and avail CGHS facilities from the nearest CGHS covered city.
b. b.Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs.1000/- per month and opt not to avail CGHS facility.
c. Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs.300/- per month for OPD treatment and obtain CGHS card from nearest CGHS covered city for inpatient facilities under CGHS. No OPD medicines shall be issued in such cases.
d. CGHS pensioner beneficiaries (and their dependant and eligible family members) who are holding a valid CGHS Card and residing in a non-CGHS area shall be eligible to
i. obtain inpatient medical treatment and also follow up treatment from Govt. Hospitals / CS(MA) /ECHS approved hospitals on proper referral from CGHS dispensary and submit the medical reimbursement claim to the Addl. Director/ Joint Director of CGHS of city where the CGHS card is registered.
ii. In case of medical emergency , treatment may be obtained from any hospital and medical claim shall be submitted to AD/JD , CGHS of the concerned city.
iii. Reimbursement shall be limited to the CGHS rates of the city where the card is registered and as per the ceiling rates and ward entitlements or as per actuals, whichever may be less.

Respected sir,

We the pensioners retired from service after rendering maximum service in the Department are being deprived of medical facilities and discriminated from other central govt. pensioners. All the pensioners retired from service are being provided medical facility by granting medical facility from CGHS, but unfortunately we are deprived of the same. After a direction from Hon’ble High Court of A.P temporarily membership was allowed with renewal for every six months. Number of CGHS cord holders crossed 10 years but still they have to be renewed for every six months. But who retired from service in CGHS covered area is being provided permanent membership by paying ten years premium at a time. This is a clear discrimination.

Finally orders were issued basing on the court judgment to allow postal pensioners also to join as members. In this context we request the hon’ble minister to permit postal pensioners to join as life members by paying the ten years subscription as per the rate  of subscription on the date of their retirement excluding the amount already paid by them on temporary basis .

2.  Now AP state was divided as AP & TELANGANA. Even though even after four years, inspite of our persuasion through submission of memorandums, raising the issue in the parliament by our hon’ble parliament members many times nothing was moved and  no separate CGHS Head Qtrs. was established in newly formed AP state. If once Head Qtrs. is established we will become authorized members of CGHS covered area and get medical facilities which are being enjoyed by the CGHS cord holders in Hyderabad, such as cash less treatment in CGHS Empanelled Hospitals now available in Hyderabad.

                                      Because there is no CGHS head quarters, only hospitals are recognized under CS MA Rules and we have to pay the bills first and bills are to be produced for sanction afterwards, resulting in incurring of heavy amounts, which one cannot afford at this old age.

                                           As a newly formed state we are entitled for establishment of CGHS head quarters and now State Govt. is providing land for establishing Central Govt. offices. In this back ground we request the Hon’ble Minister to take steps for acquiring land to CGHS Head Quarters in the newly forming capital city “AMARAVATHI” and establish the CGHS Head quarters. We would like to mention here that already land was provided for AIIMS in the capital city and construction work is going on. We suggest that it will be convenient if some land is allotted near AIIMS it will be helpful to the pensioners and also to the regular employees.

                                            We also suggest that there is a peculiar situation prevailing in the newly formed state because already VISAKHAPATNAM is established as international city with NAVAL BASE and major PORT. It is the city having large number of Central Govt. employees and pensioners. 

In this back ground to facilitate that large number, it is nesecerry to establish one admn. Branch of CGHS at Visakhapatnam & Tirupathi.

                                             Keeping in view the above situation we request the Hon’ble Minister to take steps to settle the following issues as early as possible and help number of postal pensioners in particular and central pensioners in general.

DEMANDS:

    1. EVEN THOUGH ONE CGHS WELL NESS CENTRE was established at Visakhapatnam which is a long pending demand of central pensioners, it will not serve full purpose. We request the Hon'ble Minister to issue instructions to open at least 5 more wellness centers in VSP in deferent localities, so that all beneficiaries living in deferent areas will be facilitated with treatment at their nearest place.

2. IMMEDIATE ESTABLISHMENT OF CGHS HEADQURTERS IN NEWLY FORMED STATE HEADQUERTERS WITH BRANCHES AT VISAKHAPATNAM AND TIRUPATHI.

3. TEMPORARIRY OFFICE MAY BE ESTABLISHED IN THE NEWLY FORMED AP STATE IMMEDIATELY TO HELP CENTRAL PENSIONERS.

4. THOSE WHO ENROLLED MEMBERSHIP FROM NON CGHS AREA AND CONTINUING SINCE 10 YEARS MAY BE GRANTED PERMANENT MEMBERSHIP ON PAY MENT OF SUBSCRIPTION EXCLUDING THE AMOUNT ALREADY PAID BASING ON THE SUBSCIPTION AT THE TIME OF THEIR RETIREMENT..

5. CONVERT ALL FIVE P&T DISPENSARIES IN NEW AP STATE AS CGHS WELLNESS CENTRES AS RECOMMENDED BY 7TH CPC AND ALREADY CONSENT WAS GIVEN BY POSTAL DEPT. 

6. ESTABLISH NEW CGHS CENTRES IN ALL DISTRICT HEAD QTRS IMMEDIATELY AS SUGGESTED BY 7TH CPC AND ACCEPTED BY CENTRAL CABINET.

7. ORDERS MAY BE ISSUED TO SUPPLY OP MEDICINES TO CGHS CORD HOLDERS TEMPORARILY IN P&T DISPENDARIES TILL REGULAR WELLNESS CENTRES COME INTO FORCE and TO SEND LP MEDICINES BY POST TO BENEFICIARY WHICH IS BEING PROVIDED FOR MP,MLA & OTHER FREEDUM FIGHTERS.

8. THOSE HOSPITALS RECOGNISED UNDER CSMA RULES MAY BE CONVERTED AS EMPANELLED HOSPITALS OF CGHS AND THEY MAY BE ORDERED TO PROVIDE CASH LESS TREATMENT TO CENTRAL PENSIONERS, WITH ATLEAST ONE HOSPITAL IN EACH DISTRICT.

                        WE HOPE THAT MINISTER WILL INTERVENE AND ACT IMMEDIATELY AND SOLVE THE PROBLEMS OF PENSIONERS WHO ARE FACING TROUBLE IN GETTING MEDICAL TREATMENT.

                                           We convey our thanks to CPMG & DAP for constituting separate cell to finalize the option-3 process with 5 members and fixation process is already started. As per the information received from divisions all the cases were forwarded by the Divisions in AP Circle. But the process of finalizing is going on very slowly and as per the information available only 60% cases were finalized. If the same continued it will take long time for completing the process.

                                      As already one year over after issuing the order, naturally every pensioner is expecting settlement immediately. As such you are requested to issue instructions to complete the process by 31st March, the financial year ending, as everyone is in need of money and on the other hand all the benefits of regular employees like bonus etc are being paid immediately, there is every scope of pensioners thinking that they are deprived off.

                                             We hope that CPMG will respond positively and take appropriate action deemed fit.

Subject:- Issues raised by Pensioners Associations & Pensioners for redressal/ action by banks.
CPAO has been administering the Scheme for Payment of Pension to Central Civil Pensioners through Authorized Banks. Under the scheme, CPAO authorizes the banks for arranging the payment of pensions to Central Government Civil Pensioners. While making the payment, banks are required to follow the instructions/guidelines given in the Special Seal Authority (SSA)/ Digitally Signed Authority scrupulously. However, many instances are reported to CPAO where banks are not giving due attention’ to the instructions/guidelines given in the SSA.
In this context, Pensioners Associations and Pensioners have communicated their feedback/ grievances/ inputs on not following the instructions/guidelines by banks and also for improvement in banks services to pensioner. The main points and action to be taken thereon by the banks alongwith CPAO’s instructions/ guidelines are given in the following table for strict compliance by all the authorized banks:-

It has been observed that in most of the cases commencement of payment of family pension takes 4/5 months after submission of death certificate of pension to the bank. Moreover, recovery for excess credit of pension and adjustment of family pension for the intervening period are done by the banks in a cryptic manner and not in a transparent way.
a) As per the instructions issued by DP&PW OM No. 1/27/2011-P&PW (E) dated-20.09.2013 conveyed to GMs of all CPPCs by CPAOs OM No. CPAO/Tech/ Simplification/2014-15/ 595-96 dated-14.10.2014 banks are supposed to commence the family pension to the spouse immediately on receipt of death certificate of the pensioner, proof of his/her own age/date of birth and undertaking of recovery of excess payment. Banks are advised to arrange payment of family pension latest within a month of submission of above documents and provide detail of transaction for the intervening period to the family pensioner.
b) Further, delay in first credit of family pension, due to non-uploading of undertaking of excess overpayment by family pensioner by the paying branch to its CPPC has also been reported.
b) Banks are advised to streamline their internal systems to ensure timely credit of family pension and also issue suitable instructions to their branches.
ii) Non-restoration of Commuted Value of Pension (CVP). As a practice the disbursing banks pay these amounts months after submission of claim by the Pensioner. It is Pointed Instructions/ Guidelines for Banks out that the date of restoration of commuted amount is normally indicated in the PPO. In exceptional cases, where it is not mentioned, the same should be restored after 15 years of retirement or date of payment of commutation value.
As per Guideline No. 13 on the reverse of the SSA, it has clearly been stated that ‘Full value of pension is to be restored automatically by the bank after 15 years from the date of payment of commuted value as indicated in the PPO. There is no need to make a reference to CPAO’. Therefore, restoration should be arranged by the banks as and when due without requiring the pensioners to submit application.
iii) Delay on payment of Additional Pension on attaining the age of 80 years.
As per Sl. No. 6 of the SSA additional pension on attaining the age of 80 years is payable as applicable. Bank (CPPC) should flag in their system due date of payment of the additional pension based on the date of birth of the pensioner/ family pensioner to ensure its timely payment.
iv) Disposition of PPO booklet after the death of pensioner having no spouse.
Sl. No.14 of the guidelines on the reverse of the SSA clearly mention that ‘In the event of the death of pensioner or the family pensioner or the dependent or whenever pension ceases to be payable, both the copies of PPOs must be returned to CPAO.’ Banks must follow these guidelines strictly.
v) Requirement of life certificate at the time of crediting the first pension.
Instructions to all CPPCs have already been issued vide CPAOs OM No.CPAO/Tech/Life Certificate/ 2014-15/ 99-175 dated-28.07.2014 for not insisting for the pensioners to provide life certificate at the time of first credit of pension. CPPCs are required to adhere to these instructions strictly.
Unnecessary delays in the payment of dues to the pensioners have been viewed seriously. To avoid pensioners grievances Heads of Govt. Business Department /CPPCs of all banks are advised to streamline their internal systems and ensure timely credit of pensions/ family pensions.
This issues with the approval of Competent Authority.

Subject:- Issues raised by Pensioners Associations & Pensioners for redressal/ action by banks.
Attention is invited to CPAO’s OM No. CAPO/Tech/Banks Performance/2015-16/45 dated- 02.06.2016 whereby points of action to be taken by the banks were sent reiterating instructions/guidelines of CAPO. In order to have better pensioner services by banks and minimize grievances/complaints from pensioners related to pension payments, banks are advised to take quick action on following further points:-

1. Details of pension payment by banks to be provided.
2. Yearly break up of arrear payment be provided to the pensioner which is required for assessing the total taxable income.
Para 4.6.7 of CPPC guidelines provides that “the CPPC software will display on the computer screen, options and view of the details of calculation of pension and its breakup of the pension paid to the pensioner/family pensioner. The Home Branch will act as intermediary with the CPPC and, besides providing accounts statement, provide to the pensioners the payment of TDS details, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement.”
These guidelines are required to be enforced by all the banks immediately. Accordingly, Banks must streamline their internal system to provide above facilities to pensioners.
3. Reasons for stopping payment of pension by the bank be provided with the e-scrolls from banks to CPAO to take corrective measures in consultation with the pensioner concerned.
Banks should make a provision to provide the information regularly through SMS on pensioners telephone numbers.
4. An SMS alert be given to the pensioner by the bank that his/her life certificate has not been received & the same may be provided to continue pension payment.
The SMS alerts may be given between 1st December to 10th December of each year to pensioners to minimize the number of cases of stoppage of pension payments in December due to non receipt of life certificate in November as stipulated as it is expected that pensioner will provide the life certificate at the earliest after receipt of SMS alerts.
5. SMS alert on type of variation in payment with reference to last payment may be given by the bank to the pensioner to provide him/her a chance to check its correctness. The pensioner may check this variation if he/she is provided the pension slip by the bank.
As at Sl.No. 1&2 above. Facility of SMS alert as suggested may be provided to the pensioners by banks.
