MAKE THE 28th APRIL -2015 PARLIAMENT MARCH
ON THE CALL OF NATIONAL COUNCIL JCM
A HISTORIC SUCCESS.

The Central Government is reluctant to settle the justified and genuine demands of Central Government employees i.e. 100% D.A. merger, 25% Interim Relief, Inclusion of GDS in 7th CPC , Date of Effect 1.1.2014 , Scrapping of New Pension Scheme , filing up of vacant  posts, in all Department’s , withdrawal of contractrization  and out sourcing  policy, removal of 5% ceiling on compassionate  appointments, Removal of MACP related  anomalies , Revision of OTA Rates  including some other demands.

Joint Consultative Machinery which was formed for the redressal of grievances of Central Government Employees by negotiations has been made defunct and no meeting has been held after 2010. After constitution of 7th CPC the views of Staff Side N.C. JCM has not been taken into account. The Terms of Reference of 7th CPC were declared unilaterally and agreed draft of Terms of Reference submitted by Staff Side was not given cognizance. The Minister in P.M.O. Shri Jitendra Singh replied in response to the question raised by some MPs that Government is not going to grant 100% or 50%  D.A. Merger , 25%  Interim Relief and inclusion of GDS in 7th CPC.

In the back ground of all these developments a National Convention of all constituents of National Council JCM was convened in New Delhi on 11th December-2014. All the participants’ organizations vehemently opposed the policies of Central Government.

After detailed deliberations it was decided that a massive Parliament March will be organized in New Delhi on 28th April-2015 in which the date of Indefinite Strike will be declared. Intensive preparation campaign is going on. NJCA was formed at National level in which the top leaders of AIRF, NFIR, AIDEF, NDWF, Confederation, NFPE and FNPO are included. State JCAs have been formed in most of the circles and State conventions have also been held and wherever it has not been formed the state leadership has been asked to complete this work very soon.

It has been decided to mobilize five lakh Central Government Employees to participate in Parliament March. Accordingly quota has been fixed for Railways,   Defence, Confederation and NFPE. Accordingly NFPE has also allotted quota to each affiliated union. Comrades, as we know that whatever we have achieved that is because of struggles only. The present government is functioning to give maximum benefit to the corporates and capitalists. It is not at all concerned about the working class. It started disinvestment in PSUs, Declared 100% FDI in Railway and 49 % FDI in Defence. The recommendations of Task Force Committee headed by TSR Subramaniam .are big danger for Deptt of Post which has paved the way of privatization through Corporatization.  

Confederation of C.G.E&W and NFPE have given separate programmes of agitation which should be observed with great enthusiasm.

NFPE calls upon the entire Postal, RMS  and GDS employees to make all the programmes a grand success and mobilize the maximum number employees, more than the quota allotted to each affiliated union to take part in  the Parliament March  on 28th April-2015 on call of National Council JCM to make it a historic success.

JUSTICE TO PRE-2006 PENSIONERS GETTING DELAYED

COURT HEARING ON PRE-2006 PENSIONERS ADJOURNED
 
TO 17th MARCH, 2015



The Pre-2006 Pensioners are yet to see the light of the day. Despite the court judgments  including the Apex Court justice was rendered by the Government correcting its wrong step only for the S-29 Scale retirees and not for all Pre-2006 Pensioners. The irony is that for all Pensioners of Pre-2006, the corrected orders of the Government is made effective from 1.9.2013. For S-29 scale retirees the same is given effect from 1.1.2006. This is exactly the point that was remarked by the Supreme Court in the historic verdict of Nakara that the Government cannot create division among the same category of pensioners. All can see that the Government is creating division among the same category of pensioners viz., Pre-2006 Pensioners!

Presently the Court Case that may ultimately put the issue sorted out, is adjourned to for next hearing on 17th March, 2015. 

All the Pre-2006 Pensioners are awaiting for justice!!

NATIONAL JCA STRUGGLE PROGRAMME – 30 LAKHS CENTRAL GOVERNMENT EMPLOYEES ARE GOING AHEAD WITH THE INTENSIVE CAMPAIGN AND PREPERATIONS FOR AN INDEFINITE STRIKE

As already decided by the 11th December 2014 Delhi National Convention of the JCM National Council staff side organisations, intensive campaign and preperations are going on in full swing all over India to make the proposed Parliament March of April 28th and the indefinite strike a historic success. The meeting of the National Joint Council of Action (NJCA) held at New Delhi on 16.02.2015 reviewed the preperations and took the following decisions.

(a)   State level joint conventions, wherever it is not yet held, should be completed without any further delay.
(b)   On 2nd March 2015 dharnas and demonstrations should be held in front of all District Collector offices and hand over memorandum to the collector. (Draft Memorandum will be exhibited in website.

District level Action Committees may also be formed to spearhead the agitational programmes.

3. In the Parliament March on 28th April 2015, each organisation should ensure maximum participation of their membership.

4. Press Conferences may be held at all levels and Posters, leaflets printed and circulated widely.

CONFEDERATION NATIONAL SECRETARIAT DECISIONS

The extended National Secretariat of the Confederation was held at New Delhi on 17.02.2015 and took the following decisions.

1.      In the Parliament March, minimum 30000 employees should participate representing the Confederation. They should participate with banners, flags and play cards of each affiliated orgnanisation of Confederation.

THE FOLLOWING QUOTA IS FIXED FOR MAJOR ORGANISATIONS AND STATE LEVEL COCS.

COCs and major organisations should fix quota to all the affiliated organistations state-wise.TICKETS SHOULD BE BOOKED WITHOUT ANY DELAY. From Delhi and all surrounding states special vehicles should be booked well in advance. 2. The National Secretariat decided to conduct two days Women’s Workshop at Hyderabad in the month of September 2015. The COC Andhra/Telangana state has agreed to host the two-days camp. Delegate fee will be decided later. Maximum 150 lady delegates from all states will participate in the workshop. Number of lady delegates of Andhra/Telangana can be decided by the COC separately. Affiliated organsiations, COCs and Women’s committee members of confederation should start the preliminary work to ensure maximum participation of lady comrades in the two days workshop. Quota for each organizations/COC, delegate fee, dates and venue of the workshop etc will be intimated separately.

3. National Secretariat decided to call upon all affiliated organisations and COCs to observe 2015 March 8th as “INTERNATIONAL WOMEN’S DAY” in a most befitting manner either separately under the banner of Confederation or jointly with other women organizations. The theme of this year International Women’s Day is – “MAKE IT HAPPEN”.

A MAN WHO SPENT 60 YEARS OF LIFE IN PUBLIC SERVICE IS NOT AMONG US TO GUIDE US IN FUTURE

Comrade S.K.Vyas – An unparalleled leader of five Decades!

It was in the year 1971 that I first met Comrade S.K.Vyas after one year of my recruitment in the Department of Posts. I was an office bearer in P4 NFPE Madras City North Division and wanted to organise a meeting when I came to know the visit of Comrade Vyasji in Madras. I was not even a Divisional Secretary but when I approached him for attending a meeting in Vepery Post Office, he readily agreed and attended. The simplicity and approachability of such a big leader inspired me in those days of my youth.

27 years later, I joined Comrade Vyas to work under one roof in D-7, Samru Place, Mandir Marg, New Delhi, where the NFPE headquarters was situated and Confederation Hqrs also was in the same premises. I joined there as Secretary of the Postal Federation. It was a nature given golden opportunity to live with such a towering leader under one roof. For a period of more than six years (intermittently of course) I had literally lived in the same premises and closely observed the qualities of this great leader. If I don’t admit that I have learnt many things from this leader then I am sure I am lying. At a particular point of time in the year 2004, when I was seriously ill, it was Comrade Vyasji who helped my admission in Sir Gangaram Hospital, which saved my life.

More than 40 years later, when I entered a Pensioners Organisation, it was again Comrade Vyas who is our leader. I have joined BCPC and NCCPA under his leadership when I became the General Convenor and later the General Secretary of AIPRPA. Thus from a small time office bearer of a branch union in 1971 to till date as an activist of a Pensioners Organisation, along with others I was always guided by this towering leader, whatever be the front we worked.

Therefore it is not possible to express in appropriate words about the demise of this legend yesterday in Jaipur.

Vyasji was admitted to hospital at Jaipur about 11 am on 1st February, one day before his 86th birthday after a massive heart attack. He underwent angio plasty immediately and all of us hoped that he is out of danger. But after a couple of days, he had another attack. His BP became unstable and thereafter intestine also got affected. On 13th February he suffered another heart attack – causing death.

Vyasji was the secretary general of all India audit & accounts association from 1969 to 1981 and thereafter it’s all India President up to 39th conference at Chennai in September 1989. Vyasji became the Secretary General of confederation when Comrade O.P.Gupta resigned after 1968 Strike. He continued as Secretary General of Confederation up to September 2006, after which he became President. He stepped down from all elected posts of Confederation in the Kolkata conference in 2013 but continued as Chief Advisor of the Confederation of CG Employees. He continue to take a leading role in the Pensioners movement in his capacity as the Secretary General of both BCPC and NCCPA.

Thus it can be seen that as a leader who entered the Government Service in the 1stCPC pay scales, played his due role in shaping the destiny of pay scales of all CG Employees from 2nd CPC to 7th CPC, has no parallel at all. His style of working even at the advanced age was amazing and inimitable. At a time when the entirety of CG Employees and Pensioners are looking forward to this leader for tasks connected with the 7th CPC, he is snatched away by the nature. This loss is irreparable, we feel orphaned. 

Mortal remains of Vyasji has been taken to his ancestral house jodhpur. Cremation would be at Jodhpur today. He is survived by his wife, two sons and two daughters and grandchildren and great grandchildren.
