Inauguration of Andhra Pradesh Circle will be held at "The 

Venue' Convention Centre, NTR Colony, Ring Road, Beside 

Medical College, Vijayawada 520028 on 11/10/2016 at 12.00 

noon.

Information and Broadcasting, Government of India and Shri 


N. Chandra Babu Naidu, Hon'ble Chief Minister of Andhra

Option No.1 not acceptable to Pension Secretary! But ready to offer more?!

Option No.1 Vs Parity of 5th CPC Formula!?



High Level Committee headed by Pension Secretary held its discussion today with JCM Staff Side Standing Committee leaders of NJCA. Comrades Shiv Gopal Mishra and KKN.Kutty NCCPA President and Secretary General attended. Official Side is not agreeable to Option Number 1 recommendation of 7th CPC! All are aware that Option Number 1 is for notionally taking into account the number of increments earned in the level before retirement before fixing 50% of the sum as revised pension from 1.1.2016!

Right from Day 1 the Pension Secretary is maintaining his objection on the grounds of non-feasibility on the grounds of non-availability of service records. Staff Side explained that there are many other records to clearly establish number of increments earned. But Pension Secretary, who is incidentally the Chairman of High Level Committee is firm on his objection in the meeting held today (6.10.2016). On the other hand, the Official Side stated that the Parity in Pension as recommended by 5th CPC may be acceptable!

5th CPC recommendations stated that all Pre-1996 Pensioners should be notionally brought on step by step to every pay scale of the same post or cadre by considering the pensioner as if he was on service to notionally fix his salary to determine his revised pension!

If this formula is properly applied, then all Pre-2006 should be notionally brought on to the pay scale of the post or cadre as though they continued in service to redetermine his basic pension from 1.1.2006 6th CPC level first; and secondly calculate in the same method to bring on to the pay scale of the same cadre to 7th CPC level to fix his revised pension from 1.1.2016!

The Govt was reminded that 5th CPC formula may cost the exchequer more than Option No.1! But High Level Committee said the Govt (Finance) can be convinced!

Next meeting of this High Level Committee is on 17.10.2016! All are requested to analyse the comparable positions between Option No.1 vs 5th CPC formula and place your considered opinion under comments without fail! - KR GS AIPRPA

Nakara Day as Pensioners Day as Organ Donation Camp Day!

AIPRPA may organize 
Pensioners' Day & 
Organ donation / Body donation camps on 17.12.2016!  






Organ / Body donation is a move that may save other fellow human beings in dire need of body organs like eyes, kidneys etc. On death of humans, these organs will survive life for certain hours. Removing them will immensely help transplantation of such organs to needy fellow members of our society. Wasting these organs by burning / burying are a total waste. To donate our body and organs in the event of death will be a great feel to us. It requires only our 'mind' to come forward to do the act.
AIPRPA can take a lead in this matter as a token of our love and affection to all other members of human society. Some ground work may be initiated by our State / District Associations now itself to prepare a 'Camp of Body / Organs Donations' along with the celebration of 'Pensioners Day' on 17.12.2016.

We always remember with great respect the legal fight for establishing the right to pension by D.S.Nakara and the historic judgment held out in his case by Justice Chandrachud on 17th December, 1972! We should also highlight the initiative of 'Inasu' of Kerala recently in following the case upto Supreme Court to win full pension for less than 33 years service pensioners too!

Hence plan to organize a Special Seminar or gathering of our pensioners with a special guest speaker on "Liberalization impacting Social Security - much needed counter moves".  Along with the Semibar, pl also organize a 'Camp for body / organs donation" by officially inviting representatives of Government Hospitals to accept and register such donations.  The Hospital authorities will give guidance to all of us including family members as to what should be done by us. It is suggested that the Camp on 17.12.2016 should include the spouses of pensioners and other family members if possible.

Please issue circulars in local languages - highlight 17th December - Fix the Special Guest Speaker now itself - highlight Donation Camp of Body / Organs" - Approach Government Hospital Authorities in advance to fix with them and collecting necessary applications in advance - Take a leading part with enthusiasm - Send your opinions, initiatives to CHQ.
