Details of meeting with MoC

Details of meeting held at Sanchar Bhawan on 05.05.2015 at 1300 hrs with Hon’Minister of Communications by Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action.


In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.
1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.
2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.
3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.
The ground was under active preparation for indefinite strike w.e.f .06.05.2015.
  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.
On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.
Hon’Minister of Communications has assured that the GDS issues would be looked into with an open mind and  he would try to his best.
The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.
In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.
The meeting with Hon’ MoC is hopeful.
Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .
Secretary Generals NFPE & FNPO submitting memorandum on GDS issues to Hon`ble Minister of Communications in the meeting held on 05.05.2015 in connection with Strike Secretary (P), Member HRD & DDG SR were also present.


      PROPOSED INDEFINITE STRIKE  FROM 06th  MAY, 2015  STANDS DEFERRED ,  BASED ON THE ASSURANCES GIVEN BY HON`BLE  MINISTER OF COMMUNICATIONS SHRI RAVI SHANKAR PRASAD DURING THE MEETING  HELD WITH BOTH THE SECRETARY GENERALS  OF NFPE & FNPO  IN PRESENCE OF SECRETARY (P), MEMBER (HRD) & DDG (SR) AT SANCHAR BHAWAN NEW DELHI AT 1 PM TODAY DATED 05.05.2015 .

Our neighbouring country Nepal has been devastated by earth quake, worst ever to hit the Himalayan Nation. Over 7000 have lost their lives, several thousands have been injured and homeless. Following the Catastrophe, the impoverished country has appealed for help from all, including foreign countries. In this hour of calamity, it is our duty to support the hapless people. Confederation National Secretariat appeals to all Central Government Employees to contribute generously to the NEPAL RELIEF FUND.

First Postal ATM opened in Vijayawada by Shri B.V.Sudhakar, Chief Post Master General, A.P

A TOTAL OF 95 ATM HAVE BEEN ALLOTTED FOR A.P CIRCLE IN THE CURRENT FINANCIAL YEAR (2015-16) AND 46 WERE EXPECTED TO BECOME OPERATIONAL BY THE END OF JUNE.

It is the first such facility in A.P circle and 51st in India.

Chief Postmaster General (Andhra Pradesh Circle) B.V. Sudhakar inaugurated a Post Office Savings Bank (POSB) ATM at Kaleswara Rao Market Post Office here on Friday. 

The POSB customers can withdraw money anytime (a maximum of Rs. 25,000 in a day and Rs. 10,000 at a time), transfer funds within own and others’ savings accounts, make balance inquiries and get mini-statements. 

Addressing media persons on the occasion, Mr. Sudhakar said with the help of postal debit cards, customers could operate their accounts and avail account-related services from any post office in the country which is equipped with Core Banking Solution (CBS) system. 

A total of 95 ATMs have been allotted for A.P Circle in the current financial year (2015-16) and 46 were expected to become operational by the end of June. 

Once CBS is completely rolled out, customers can transfer money from their accounts to any bank account through NEFT (National Electronic Fund Transfer) and RTGS (Real-Time Gross Settlement) methods. 

The CBS would improve the performance of DoP by facilitating ATM banking and Internet, mobile and phone banking bringing additional revenues, Mr. Sudhakar added. 

Mr. Sudhakar said that the Department of Posts (DoP) was managing deposits amounting to Rs. 6.05 trillion which was half of the deposits of State Bank of India and double that of the ICICI Bank. 

In A.P circle, deposits in 2014-15 stood at Rs. 6,934 crore compared to Rs. 10,394 crore in 2013-14, Rs. 10,704 crore in 2012-13 and Rs. 14,635 crore in 2011-12. Total number of POSB account-holders was 1.57 crore in 2014-15, 1.31 crore in 2013-14 and 1.12 crore in previous year.

NCCPA PRESENTS PENSIONERS ISSUES TO PAY COMMISSION

On behalf of NCCPA we met the 7th Pay Commission on 28th April, 2015. The delegation consisted of five representatives viz., Pavitra Ranjan Chakraborty (Offg SG NCCPA); K.Ragavendran (GS AIPRPA); Y.Nagabhushanum (AP State GS AIPRPA); M.N.Reddy (Telengana State GS CGPA); and Sudhakar (Kerala State GS CGPA). Many issues of pensioners including Parity in Pension, Medicare, Discrimination to Postal and Telecom Pensioners, Additional Pension formula etc were discussed. There was a patient hearing to our presentation and was assured that many of these pensioner related issues are definitely under consideration and depending on govt budget constraints recommendations will form. But discrimination to postal pensioner is definitely under review of 7th CPC.

Meanwhile, we hear many rumours in the internet about the recommendations of Pay Commission including proposed Pay Scales etc. When we interacting with the pay commission  it was joked by the Joint Secretary of 7th CPC that people are flouting rumours about pay scales and other things in internet when even the Commission itself has not come to any final decision! AIPRPA CHQ cautions all our members not to give any credence to such rumours. Many of those rumours are only calculated guess by some netters like the one who recently flouted a duplicate DA order for 8%! Let us wait with patience as the CPC's allotted time expires on 31st August and the Commission may or may not seek extension of two months time.

Greetings of May Day

AIPRPA CHQ's MAY DAY GREETINGS 




May Day this year as always inspires all the workers and toiling people. The supreme sacrifices of leaders of May Day movement who were hanged to death by the US Government and the US Judiciary as well as many workers who sacrificed their lives to the brutal police firing in Hay Market Square in Chicago City formed the foundation of a strong working class movement all over the world. Let us salute those Martyres on this year May Day also.

The May Day this year comes in the wake of a larger unity of Indian Working Class against the intensification of the attacks by the Central Government in the form of attempted laws to snatch all the existing labour welfare laws and trade union rights. This May Day also unfolds with a clarion call by the Postal Joint Council of Action for an indefinite strike from May 6th against the retrograde recommendations of the Task Force headed by former Cabinet Secretary TSR Subramanian appointed by the Prime Minister to open the path for quick privatisation of Indian Postal Department. The Strike is also for seeking justice to Gramin Dak Sewaks so that they are included into the ambit of the 7th CPC. 

Let all the members of the AIPRPA befittingly hold May Day Programmes besides extending total solidarity to the striking Postal Employees through holding demonstrations during the indefinite strike.
