MEMORANDUM SUBMITTED TO HON’BLE MINISTER FOR HEALTH ,GOVT. OF INDIA BY THE ALL INDIA POSTAL & RMS PENSIONERS ASSOCIATION, AP CIRCLE ON THE  PROBLEMS REGARDING NON AVILABILITY OF MEDICAL FECILITIES AND IMMEDIATE ESTABLISHMENT OF CGHS HEADQTRS. IN NEWLY FORMED A.P STATE AT VIJAYAWADA WITH BRANCHES AT VISAKHAPATNAM & TIRUPATHI ON 31 st  OCTOBER 2017 THROUGH  ADDL. DIRECTOR CGHS, BEGUMPET HYDERABAD

Respected sir,

We the pensioners retired from service after rendering maximum service in the Department are being deprived of medical facilities and discriminated from other central govt. pensioners. All the pensioners retired from service are being provided medical facility by granting medical facility from CGHS, but unfortunately we are deprived of the same. After a direction from Hon’ble High Court of A.P temporarily membership was allowed with renewal for every six months. Number of CGHS cord holders crossed 10 years but still they have to be renewed for every six months. But who retired from service in CGHS covered area is being provided permanent membership by paying ten years premium at a time. This is a clear discrimination.

Finally orders were issued basing on the court judgment to allow postal pensioners also to join as members. In this context we request the hon’ble minister to permit postal pensioners to join as life members by paying the ten years subscription as per the rate  of subscription on the date of their retirement.

2.  Now AP state was divided as AP & TELANGANA. Even though even after two years no separate CGHS Head Qtrs. was established in newly formed AP state, If once Head Qtrs. is established we will become authorized members of CGHS covered area and get medical facilities which are being enjoyed by the CGHS cord holders in Hyderabad, such as cash less treatment in CGHS Empanelled Hospitals now available in Hyderabad.

                                      Because there is no CGHS head quarters, only hospitals are recognized under CS MA Rules and we have to pay the bills first and bills are to be produced for sanction afterwards, resulting in incurring of heavy amounts, which one cannot afford at this old age.

                                           As a newly formed state we are entitled for establishment of CGHS head quarters and now State Govt. is providing land for establishing Central Govt. offices. In this back ground we request the Hon’ble Minister to take steps for acquiring land to CGHS Head Quarters in the newly forming capital city “AMARAVATHI”and establish the CGHS Head quarters. We would like to mention here that already land was provided for AIIMS in the capital city and construction work is going on. We suggest that it will be convenient if some land is allotted near AIIMS it will be helpful to the pensioners and also to the regular employees.

                                            We also suggest that there is a peculiar situation prevailing in the newly formed state because already VISAKHAPATNAM is established as international city with NAVAL BASE and major PORT. It is the city having large number of Central Govt. employees and pensioners. 

In this back ground to facilitate that large number it is nesecerry to establish one admn. Branch of CGHS at Visakhapatnam & Tirupathi.

                                             Keeping in view the above situation we request the Hon’ble Minister to take steps to settle the following issues as early as possible and help thousand of postal pensioners in particular and central pensioners in general.

DEMANDS:

    1. We convey our sincere thanks for establishing CGHS WELL NESS CENTRE at Visakhapatnam which is a long pending demand of central pensioners. But it will not serve full purpose. We request the Hon'ble Minister to issue instructions to open at least 5 more wellness centers in VSP in deferent localities, so that all beneficiaries living in deferent areas will be facilitated with treatment at their nearest place.

2. IMMEDIATE ESTABLISHMENT OF CGHS HEADQURTERS IN NEWLY FORMED STATE HEADQUERTERS WITH BRANCHES AT VISAKHAPATNAM AND TIRUPATHI.

3. TEMPORARIRY OFFICE MAY BE ESTABLISHED IN THE NEWLY FORMED AP STATE IMMEDIATELY TO HELP CENTRAL PENSIONERS.

4. THOSE WHO ENROLLED MEMBERSHIP FROM NON CGHS AREA AND CONTINUING SINCE 10 YEARS MAY BE GRANTED PERMANENT MEMBERSHIP ON PAY MENT OF SUBSCRIPTION EXCLUDING THE AMOUNT ALREADY PAID BASING ON THE SUBSCIPTION AT THE TIME OF THEIR RETIREMENT..

5.CONVERT ALL SIX P&T DISPENSARIES IN NEW AP STATE AS CGHS WELLNESS CENTRES AS RECOMMENDED BY 7TH CPC AND  ALREADY CONSENT WAS GIVEN BY POSTAL SEPT.ESTABLISH NEW CGHS CENTRES IN ALL DISTRICT HEAD QTRS IMMEDIATELY AS SUGGESTED BY 7TH CPC AND ACCEPTED BY CENTRAL CABINET.

6.ORDERS MAY BE ISSUED TO SUPPLY OP MEDICINES TO CGHS CORD HOLDERS TEMPORARILY IN P&T DISPENDARIES TILL REGULAR WELLNESS CENTRES COME INTO FORCE.

7.THOSE HOSPITALS RECOGNISED UNDER CSMA RULES MAY BE CONVERTED AS EMPANELLED HOSPITALS OF CGHS AND THEY MAY BE ORDERED TO PROVIDE CASH LESS TREATMENT TO CENTRAL PENSIONERS, WITH ATLEAST ONE HOSPITAL IN EACH DISTRICT.

                        WE HOPE THAT MINISTER WILL INTERVENE AND ACT IMMEDIATELY AND SOLVE THE PROBLEMS OF PENSIONERS WHO ARE FACING TROUBLE IN GETTING MEDICAL TREATMENT.

CONVERSION OF POSTAL DISPENSARIES IN AP STATE AS WELLNESS CENTRES OF CGHS.
                       
  AS PER THE LATEST ORDERS ALL POSTAL PENSIONERS ARE ALLOWED TO REGISTER AS MEMBERS OF CGHS, WHERE EVER THEY RESIDE. IN THIS BACKGROUND WHO REGISTERD AS MEMBERS ARE FACING TROUBLES TO GET MEDICINES, AS THEYHAVE TO TRAVEL MORE DISTANCE TO HYDERABAD. IT IS ALSO INFORMED THAT ALREADY POSTAL DEPARTMENT GAVE THEIR CONSENT FOR CONVERSION. AS SUCH ADDL. DIRECTOR IS REQUESTED TO TAKE IMMEDIATE STEPS TO CONVERT THE PRESENT POSTAL DISPENSARIES LOCATED AT VISAKHAPATNAM, RAJAHMUNDRY, VIJAYAWADA, GUNTUR & NELLORE, AS CGHS WELL NESS CENTRES AND HELP THE PENSIONERS.

2. REQUEST FOR OPENING OF MORE WELLNESS CENTRES IN VISAKHAPATNAM

AS NUMBER OF EMPLOYEES AND PENSIONERS ARE MORE ALMOST EQUAL TO HYDERABAD MORE NUMBER OF WELNESS CENTRES MAY BE OPENED IN VISAKHAPATNAM TO FECILITATE THE MEMBERS TO GET THE MEDICINES WITHOUT DELAY.

3. REQUEST FOR RECOGNISING MORE HOSPITALS AND INSISTING THEM TO GIVE CASHLESS TREATMENT FECILITY TO PENSIONERS.

AS PENSIONERS CANNOT INCURR HUGE AMOUNTS FOR TREATMENT, SOME HOSPITALS IN IMPORTENT TOWNS OF AP MAY BE RECOGNISED AS REFARAL HOSPITALS AND THEY MAY BE INSTRUCTED TO GIVE CASHLESS TREATMENT TO PENSIONERS.

4. PERMITTING CGHS MEMBERS TO GET INPATIENT TREATMENT IN ANY REFERAL HOSPITAL IN AP STATE.

AT PRESENT CONSENT LETTERS FOR INPATIENT TREATMENT ARE ISSUED BY WELLNESS CENTRES PERMITTING THEM TO JOIN AS INPATIENT IN HYDERABAD ONLY. AS SUCH IT IS REQUESTED TO ISSUE PERMISSION LETTERS TO PENSIONERS TO GET TREATMENT IN ANY REFERAL HOSPITAL IN AP STATE.
5.  REQUEST FOR PAYMENT OF ADVANCE TO PENSIONERS FOR INPATIENT TREATMENT IN REFERAL HOSPITALS.

AS REFERAL HOSPITALS ARE NOT ALLOWING CASHLESS TREATMENT ,PENSIONERS WHO ADMIT WITH PRIOR INTIMATION/EMERGENCY IN REFERAL HOSPITALS MAY BE GRENTED 80% OF ESTIMATED AMOUNT GIVEN BY HOSPITALS MAY BE GRANTED AS ADVANCE WHICH CAN BE ADJUSTED WHILE SANCTIONEING THE BILLS.







6.  SUPPLY OF SAME MEDICINES PRESCRIBED BY SPECIALIST TO PATIENTS.

INSTRUCTIONS MAY BE ISSUED TO SUPPLY SAME MEDICINE PRESCRIBED BY SPECEALIST INSTEAD OF ALTERNATE MEDICINE BY WELL NESS CENTRE.

Govt denies pension to those employees who toiled all through his life for the service of people and nation. If the service organisations are vibrant and fighting, then only pensioners issues can be advanced. This important aspect you comrades not to forget. Parliament is coming up. Government is selling the nation. They talk nationalism but do anti-national policies. All central TUs are unitedly organising Dharna in November for three continuous days. That Dharna is against the anti-worker and anti-people policies of govt. The corporates able to fool people and that is why they maintain their grip on people. But if you continue to fight against those policies that harm people, that grip will weaken. It is no more a govt supporting the corporates; it is a govt of corporates! Today all unions are in one platform to oppose privatisation. This is the change that you can't see ten years back. I take this opportunity of Dharna of senior citizens to tell you in addition to fight for your demands, also come forward to unite with all sections in common struggle. You speak about judgments implemented only to litigants! But the govt got power and majority to enact in parliament to reject any judgment! Therefore concentrate on your mobilization and fighting capacity! PF.ESIC like social security organizations have lit of money; this will be pooled under a commission headed by PM to use it elsewhere! Independent experts probably proposed by RSS will be the members instead of employers and employees now in these organisations. This is the kind of situation you are today. Let all join together and protect social security and universal pension. You should join mainstream of working class movement. If we unite and identify our enemy, then no force can defeat us!


NCCPA holds Massive Dharna! 

At 'Meghdoot Bhawan' New Delhi today a massive Dharna at the call of NCCPA is in progress now. Comrade Shiv Gopal Mishra President NCCPA is presiding. Comrade VAN.Namboodiri Patron NCCPA is delivering inaugural address. Hundreds of pensioners representing various affiliates are attending. The dais is seen with leaders comrades KKN.Kutty (SG NCCPA); M.S.Raja (SG Audit); K.G.Jayaraj (GS AIBDPA); K.Ragavendran (GS AIPRPA); and leaders of different affiliates. The Dharna highlighted issues like Option number1; Pre-2006 Pensioners issue; full Medical facilities to pensioners; FMA enhancement etc.

Mobilize to NCCPA Dharna on 25th!

NCCPA Dharna in front of Meghdoot  Bhawan! 


                                                 Our Dharna scheduled on 25.10.2017 in Jantar Mantar area is not allowed by Delhi Police in the wake of prohibitory orders by National Green Tribunal. Alternate arrangements have been made and permission obtained to hold it at Meghdoot Bhawan (Delhi Chief PMG office) near 'Jandewalan' metro station. Dharna will commence at 10.30 a.m. As advised by NCCPA CHQ, for comrades coming to Delhi from AIPRPA are provided accommodation at Chug Dharmsala in Golmarket area. The accommodation is available on 24th and 25th (for two days) and comrades should vacate it on 26th morning by latest. Chug Dharmshala is in Udyan Marg, near CNG gas station (only CNG gas station in golmarket area) reachable by auto or taxi from New Delhi Railway Station (around three kilometers) and venue of Dharna is nearer by city bus. 20 Rooms and basement hall is booked for AIPRPA and three comrades per room to stay. Around 80 comrades can stay in basement hall. Climate is enjoyable with 35 degrees in day time and 20 degrees in night. Sweater not needed generally but those senior citizens require it may please bring one half sweater along.
