OFFICE ORDER
Subject : Guidelines in view of the Corona Virus (COVID-19) Infection
With reference to the above subject the following guidelines are issued for strict compliance by all the Addl. Directors:
i) In view of the Deployment of CGHS Medical Officers at Airports and other locations in connection with surveillance for Corona Virus (COVID-19) Infection and consequent shortage of Manpower at CGHS Wellness Centres, Addl. Directors, CGHS shall ensure optimum utilization of Manpower at their disposal.
ii) All leaves for the staff except on medical grounds, accompanied by Medical Certificate from Government Doctor, shall be cancelled.
iii) Requests for visit abroad shall not be approved. Even in such cases , wherein the leave and other clearances are already issued , fresh approval of SS&DG,CGHS is necessary, if there are any compelling reasons to go abroad.
iv) Only one Medical Officer shall be posted at the First Aid Posts in Delhi.
v) Medicines for Chronic Diseases shall be issued for a period of ‘3’ months to ensure that the beneficiaries are not required to visit the Wellness Centre frequently and there is no over-crowding.
vi) CGHS beneficiaries may be advised to utilize online appointment system, so that waiting shall be minimized and there is no Over-crowding at Wellness Centre.
vii) Medical Officers are advised to educate and advice the beneficiaries about Corona Virus (COVID-19) Infection as per the guidelines of the Ministry of Health & Family Welfare. Copies of the Advisory issued by Ministry of Health & Family Welfare in this regard are enclosed and Additional Directors, CGHS, Cities/ Zones are advised to circulate copies of the same for display in the Notice Board and other places at CGHS Wellness Centres.
viii) Special Attention shall be paid to keep the CGHS Wellness Centres / Offices Clean and Hygienic. Funds under the Head Swatchhta Action Plan (SAP) shall be utilized.
ix) CGHS Does not supply sanitizers, Masks or Thermal Scanners. Additional Directors Shall procure these items under Office expenditure as per the extant guidelines for the staff members working at the Offices and Wellness Centres.

The following items are submitted for discussion in Coordination meeting
to be
Held on 13-3-2020.
1. Supply of medicines for three months for chronic diseases as per the
directorate orders.
It was
brought to our notice that even though there are specific orders for supply of
medicines for chronic diseases for three months at a time, it is not being
implemented in the wellness centers which are earlier P&T Dispensaries in
AP STATE, because of which the pensioners particularly coming from other places
are facing much trouble. As such, we request the ADL.DIRECTOR to issue instructions
for supply of medicines for three months.
2.
Permission to get LP medicines on same date from store
for patients coming from other towns.
The practice of procuring LP medicines by
patients directly on the same day is being fallowed in all wellness centers
located at HYDERABAD, so that patients coming from other towns need not come
again which will incur huge monetary loss to the patients to come again on
another day. This was decided in the coordination meeting with Addl.Director,
CGHS long back. As such ADDL. DIRECTOE is requested to issue instructions to
implement the same in the wellness centre in AP STATE also.
3.
Supply of same medicines prescribed by specialist.
Directorate issued clear orders stating
that only specialist prescribed
should be supplied. If not available in wellness centre, the same
medicine should be ordered for supply by local purchase. As such the same may
be implemented in all wellness centers. At present patients are suffering
because instead of supplying the same, only alternate medicine available are
giving, which is against rules. As such decision may be taken to procure the
medicines prescribed by specialist if not available in wellness centre.
4.
NOT GIVING CASHLESS TREATMENT IN EMPANELLED HOSPITALS
IN VISAKHAPATNAM.
even though 33
hospitals recognized as empanelled hospitals in VSP only three hospitals are
allowing cashless treatment and other hospitals are refusing on the plea that
their bill are pending. as such ADDL. DIRECTOR is requested to take necessary
steps for allowing cashless treatment in all empanelled hospitals in
VISAKHAPATNAM.
5.
RECOGNITION OF MORE HOSPITALS AND DIAGNOSTIC CENTERS
IN AP STATE.
In AP state
except in VSP in other towns only one or two hospitals were empanelled and not
even a single diagnostic center was empanelled. We suggest that there are
already some hospitals were recognized under CSMA RULES. We propose that at
least those hospitals may be converted as empanelled hospitals, so that
patients will get some relief.
6.
SHIFTING OF CGHS WELLNESS CENTERS AT VIJAYAWADA &
GUNTUR TO SUITABLE ACCOMODATION.
The present space of
wellness centers is not sufficient and in bad condition. At present BSNL
offices are vacated and that accommodation is available in both the towns. as
such the same may be pursued with BSNL authorities and wellness centers may be
shifted to suitable accommodation in ground floor of BSNL offices.
7.
PROVISION OF SUFFICIENT TECHNICAL & NON TECHNICAL
STAFF TO WELLNESS CENTERS IN AP STATE.
After
conversion of P&T Dispensaries postal department withdrawn their staff and
sufficient staff are not available. After conversion more technical staff also
required. As such ADL.DIRECTOR is requested to take steps for sanction of
technical staff in all converted dispensaries in AP STATE.

We
on behalf of postal pensioners submit this memorandum on the problems we are
facing particularly in ANDHRA CIRCLE due
to delay in taking decisions in r/o maintenance of RECENTLY CONVERTED P& T
DISPENSARIES AS CGHS WELL NESS CENTERS AND OTHER PROBLEMSMENTIONED BELOW.
1.
IMMEDIATE
ESTABLISHMENT OF ADDL. DIRECTOR OFFICE IN A.P. STATE.
Even
though nearly 4 years completed in forming A.P. STATE till date no action was
taken by the ministry to establish separate ADDL. DIRECTOR Office in A.P STATE even
though there are 6 well ness centers in the state after conversion of P&T
Dispensaries. Even accommodation is also available in VIJAYAWADA in BSNL
OFFICES AND THEY WILL THAT ACCOMODATION IF PERSUED. AS SUCH HON’BLE MINISTER IS
REQUESTED TO TAKE EARLY DECESION TO ESTABLISH ADDL.DIRECTOR OFFICE IN AP STATE
AND HELP PENSIONERS.
2.
RECOGNITION OF EMPANELLED
HOSPITALS & DIAGNOSTIC CENTERS IN NEWLY CONVERTED DISPENSARY TOWNS.
even
after conversion of P&T Dispensaries in
Visakhapatnam,Rajahmundry,Vijayawada,Guntur & Nellore towns only one or two
hospitals were empanelled except in Visakhapatnam and no diagnostic center was
empanelled because of which patients, particularly pensioners are facing much
trouble to get treatment. we request the Hon’ble Minister to take steps to
empanel more hospitals and immediate orders may be issued to empanel all
HOSPITALS & DIAGNOSTIC CENTERS
RECOGNISED UNDER CSMA RULES.
3.
EMPANELLMENT OF
HOSPITALS WILLING FOR EMPANELMENT IN NON CGHS AREA TOWNS.
At present the rules restrict empanelment
only in CGHS well ness centers located towns/cities. But due to our prolonged
struggle and apex court directions POSTAL PENSIONERS LIVING IN NON CGHS AREA
ALSO PERMITTED TO BECOME MEMBERS OF CGHS AND ALL 33 POSTAL DISPENSARIES WERE
CONVERTED AS CGHS WELLNESS CENTERS. DUE TO THIS NUMBER OF POSTAL PENSIONERS
LIVING IN NON CGHS AREA ARE BECOMING MEMBERS AND THEY ARE SCATERRED IN MANY
TOWNS. NUMBERS OF HOSPITALS LOCATED IN OTHER TOWNS ARE WILLING FOR EMPANELLMENT.
EVEN HON’BLE KERALA HIGH COURT ALSO DIRECTED TO ESRABLISH ATLEAST ONE WELL NESS
CENTER AND ONE EMPANELLED HOSPITAL IN EACH DISTRICT.
AS SUCH WE REQUEST THE HON’BLE MINISTER TO TAKE STEPD
TO ESTABLISH ONE WELLNESS CENTER IN EACH DISTRICT AND RECOGNISE WILLING
HOSPITALS FOR EMPANELLMENT IN ALL IMPORTANT TOWNS IN A.P
LIKE,SRIKAKULAM,VIZAYANAGARAM,ANAKAPALLI,KAKINADA,BHIMAVARAM,ELURU,GUDIVADA,MASULIPATNAM,NARASARAOPET,TENALI,ONGOLE,CHIRALA,KAVALI,GUDUR,TIRUPATHI,CHITTOR,CUDDAPAH,PRODDUTUR,MADANAPALLI,KURNOOL,NANDYAL,ANANTAPUR
& HINDUPUR ETC.
4.
RESTORATION OF
CASHLESS TREATMENT TO PENSIONERS IN EMPANELLED HOSPITALS IN VISAKHAPATNAM.
OUT OF 33 EMPANELLED HOSPITALS IN VISAKHAPATNAM ONLY PRADHAMA,GAYATRI
& KIMS hospitals are allowing cashless treatment to pensioners AND OTHER
HOSPITALS ARE NOT ENTERTAINING PENSIONERS FOR CASHLESS TREATMENT STATING THAT
THEIR BILLS ARE LONG PENDING,WHICH IS AGAINST RULES. AS SUCH HON’BLE MINISTER
IS REQUESTED TO INTERVENE AND SETTLE THE PROBLEM IMMEDIATELY SO THAT PENSIONERS
WILL FEEL HAPPY AND GET TREATMENT.
5.
PROVISION OF
SUFFICIENT STAFF IN NEWLY CONVERTED WELLNESS CENTERS.
AT PRESENT SUFFICIENT STAFF ARE
NOT AVILABLE IN NEWLY CONVERTED WELLNESS CENTERS BECAUSE OF THIS PATIENTS
PARTICULARLY PENSIONERS ARE FACING MUCH TROUBLE. EVEN FOR SMALL DIAGNOSIS THEY
HAVE TO GO TO EMPANELLED HOSPITALS AND WAITING FOR RENEWAL OF MEMBERSHIP AND
OTHER PROBLEMS.. AS SUCH HON’BLE MINISTER IS REQUESTED TO EXAMINE THE ISSUE AND
TAKE STEPS TO PROVODE SUFFICIENT TECHNICAL/NON TECHNICAL STAFF TO THESE
WELLNESS CENTERS.
AN EARLY ACTION AND A LINE IN REPLY
IS SOLICITED.

MEMORANDUM SUBMITTED TO CPMG AFTER MASS DHARNA BEFORE
CPMG,AP CIRCLE,VJA OFFICE ON THE PROBLEMS OF PENSIONERS.
Respected sir,
We on behalf of pensioners in the circle submit this memorandum on the
problems which are pending in the circle even though Directorate issued orders
long back, because of which pensioners and family pensioners are facing
problems. The problems are mentioned below.
1.
REVISION OF PENSIONS AS PER OPTION-3.
Even
though orders are issued long back, still revision of pension of some
pensioners are pending and nearly 80% of family pension cases are pending. As
such CPMG is requested to rake steps to clear all cases as early as possible.
2.
INCLUDING TRAINING PERIOD AND REVISION OF TBOP/BCR
PRAMOTION DATES OF DIRECT RECRUITS WHO ARE IN SERVICE ON 1-1-1986.
In
spite of orders long back even though in maximum divisions the issue was settled,
but still in some divisions, example RMS’Y’ DN,PRODDUTUR DN,ANAKAPALLI DN ETC
still pending even after clear
clarifications from Directorate and CO. As such CPMG is requested to issue
instructions to complete the process by fixing cutoff date to complete the
process.
3.
NON COMPLETION OF REVISION OF POSTMEN/MG’s PAY FROM
1-1-96 AND REVISION OF PENSION AND PAYMENT OF ARREARS.
Even
though orders are issued to upgrade pay of PM/MG’ S FROM 1-1-96 long back still
nearly 85% cases in the circle are pending on one plea or other. Now clear
clarificatory orders issued by Directorate. As such CPMG is requested to issue
instructions to complete the process at dvnl. Level immediately and to create
one special cell in GM FINANCE office to clear the cases received within 10
days of receipt from divisions.
4.
UPGRADATION OF GRADE PAY OF HSG-I RETIRED BEFORE
1-1-2006 OFFICIALS AS 4600/- AND REVISION OF PENSIONS AND PAYMENT OF ARREARS.
Even though orders
are issued by Directorate long back till today only very few cases are settled
and nearly 90% cases are pending for settlement. As such CPMG is requested to
issue instructions to complete the cases immediately.
5.
SETTLEMENT OF FAMILY PENSION CASES.
We
are very sorry to inform that nearly 20 family pension cases are still pending
for approval. We convey thanks to CPMG for giving instructions to settle all
cases by end of this month and because of this some cases are settled. As such
CPMG is requested to issue instructions to complete the process by fixing cutoff
date.
6.
NON PAYMENT OF PROVISIONAL PENSIONS BY DIVISIONS.
As
per the orders if pension is not settled by the date of superannuation
retirement and to the family member of diseased employee provisional pension
should be sanctioned by dvnl. Superintendent. On this CPMG also issued
instructions recently. Still dvnl. Superintendents are not caring the orders of
higher authorities and not sanctioning provisional pension. Because of this
pensioners are facing troubles financially after their retirement by rendering
service for above 30 years. As such CPMG is requested to take appropriate
action against those who has not implementing Directorate orders/ CPMG
instructions and requested to see that no such cases will come in future.

GIVING IMPORTENCE TO THE ISSUES OF PENSIONERS AND FOR DECESION TO CONDUCT
SPECIAL PENSION ADALAT IN R/O FAMILY PENSION CASES. WE HOPE THAT CPMG WILL
RESPOND POSITIVELY AND SETTLE THE ABOVE PROBLEMS IMMEDIATELY. A LINE IN REPLY
WILL BE APPRECIATED.
