Again drawal of Pension & Pay by HPOs from January 2020!

The Department has reversed its stand and from January 2020 once again status quo ante position is restored. The Pay to serving employ and Pension to pensioners will be drawn in respective SB accounts by the HPOs themselves. DPAs are not going to draw as was introduced recently.

This is indeed appears to be due to the problems faced by employees, pensioners and DPAs. Earlier the Department was telling that once this new system has been introduced, we cannot revert back to old system on the face of problems! But practice has taught some lessons and old decentralised pattern is considered as better to centralised drawal at DPAs. We welcome this change of mind.

However, a problem is brought to our notice. As in the case of employees, there is no facility to draw off-cycle payment to pensioners. Therefore the pensioners who submit their life certificate during middle of a month will be able to get their pension credited only on the last working day of that month. This means the pensioners submitting their life certificates late will also get their pension at the end of the month only. This is because there is no facility to grant off-cycle pension payment in the software.

The CHQ AIPRPA is addressing this issue to Secretary DoP.

                                          As per the decision taken by our chq, after consultation with dist/dvnl secretaries available, it was decided to conduct MASS DHARNA before CGHS WELLNESS CENTRE, in arundelpet, municipal complex VIJAYAWADA on 5th march, 2020 from 12-00 to 14-00 hrs, and submit memorandum a/t hon’ble minister family welfare on CGHS problems and to conduct LONG DEMONSTRATION, before CPMG office from 15-00 hrs to 17-00 hrs and submit memorandum on the problems of pensioners.

1.     TO COMPLETE THE PROCESS OF REVISION OF PENSION/FAMILY PENSION AS PER OPTION-III OF 7TH CPC
2.     TO COMPLETE THE PROCESS OF IMPLIMENTATION OF INCLUDING TRAINING AS SERVICE AND REVISE TBOP/BCR AND PAYMENT OF ARREARS BY COMPLETING BY 28TH FEB,2020
3.     TO COMPLETE THE PROCESS OF REVISION OF PAY OF POSTMEN/MG’S BY UPGRADING THE PAY SCALE FROM 1-1-1996 AND NOTIONALLY REVISING THE PAY UPTO 1-10-1996 AND PAYMENT OF ARREARS BY 28TH FEB 2020.

AS SUCH BILLS MAY BE CLEARED IMMEDIATELY AND INSTRUCTIONS MAY BE ISSUED TO THOSE HOSPITALS NOT TO REFUSE CASHLESS TREATMENT TO PENSIONERS ON THE PLEA OF BILLS PENDING.

IN ADDITION DEMANDS RECEIVED FROM DIST/DVNL BRANCHES RECEIVED BEFORE 1ST MARCH WILL BE INCLUDED.

COM.S.K.VYASJI REMEMBRANCE DAY
Com. S. K. Vyasji, the legendary leader of the Central Govt. Employees and Pensioners passed away on 13th February, 2015.


Com. Vyasji was the Secretary General and President of the Confederation of Central Govt. Employees & Workers for forty years from 1967 to 2006. He was the President and Secretary General of All India Audit & Accounts Association for a long time.  He continued as the Advisor of the Confederation and also as the Secretary General of National Co-ordination Committee of Pensioners Association (NCCPA) and Bharat Central Pensioners Confederation (BCPC) till death.

    Com.Vyasji has led various struggles and strike actions of the Central Govt. Employees and was in the forefront of the leadership which organised the first indefinite strike action of the Central Govt. employees after independence, in the year 1960. Com. Vyas was jailed and dismissed from service.  He played an important role in rallying the Central Govt. employees along with the striking Railway employees in the year 1974.  He was an able and uncompromising negotiator with the Government in the JCM National Council and Standing Committee.  He was responsible for many of the benefits and allowances enjoyed by the Central Govt. employees.  The cost indexation of wages was earned by the Govt. employees through the sustained struggles and efforts in 1960s under his leadership.  Confederation of Central Govt. employees and workers representing about 15 lakhs Central Govt. employees is in the forefront of the incessant struggle and strike actions organised by Indian Working Class against the neo-liberal economic policies of the Government.  Com. S. K. Vyasji’s vision and ideological clarity has made the Confederation, part and parcel of the mainstream of the working class movement in India.

               Com. Vyasji was a friend, philosopher, guide and everything for the Central Govt. Employees movement.  In the more than six decades long trade union life, Com.Vyasji endeared himself to every section of the Central Govt. Employees.  His death has caused irreparable and irreplaceable loss to all of us.  He was a great leader, symbol of simplicity, a gem of a person and a leader who is down to earth, extremely polite, kind hearted and compassionate; one of the finest human being, tallest leader, a gentle mentor and a legend.
               He is in our hearts!  His memories will be forever with us!  His long saga of struggle and sacrifice for the Central Govt. employees and pensioners will inspire the generations to come.
           The National Secretariat of Confederation of Central Govt. Employees & Workers calls upon all affiliated organisations and C-O-Cs to observe the 5th Death anniversary of Com.S.K.VyasJi as “S. K. VYAS JI REMEMBRANCE DAY”.
