REPORT ON STATE COMMITTEE MEETING HELD AT RAJAHMUNDRY ON 14-7-2019
DEAR COMRADES,                                       

As notified, our state committee meeting was held successfully at RAJAHMINDRY RMS IQ on 14-7-2019. The reception committee headed by com. D. TIRUPATHI RAO, secretary, Rajahmundry pensioners’ assn. made very good arrangements including breakfast and lunch. Under the leadership of com. O.L NARAYANA, ACS, RIII, AP CIRCLE assisted the reception committee in making arrangements.

The meeting commenced sharp by 10-30 and presided by com. K. SATYANARAYANA, Wkg. President of our association. Due to late running of trains our president Com. K.VENKATESWARLU, HON.PRESIDENT & DIST. SECRETARY PRAKASAM DT. COM. P. PERAIAH arrived late to the committee meeting.

The session was inaugurated by com. O.L. NARAYANA, ACS RIII and Com. T.ACHYUT KUMAR, CS, ADMN. UNION also attended and delivered his message and extended support & solidarity to the programmes of our association.

Report on the activities from last state committee to this day [26-12-2018 TO 10-7-2019] was placed by the general secretary and accounts of that period was placed by treasurer com. K.Mastan Rao before state committee.Reprasentatives from all the divisions/districts who attended the meeting participated in the discussion and placed some resolutions in the meeting.

The following decisions were taken in the meeting on the problems:-

1.     REGARDING OPTION-3 ARREARS: - in almost all divisions still some cases are still pending even after three years. All Dist/Dvnl secretaries are directed to collect the list of pending cases and send to CPMG/GM FINANCE THROUGH POST MASTER with copy to state general secretary by end of this month.
CPMG issued instructions to DAP to get copy of the PPO from HO’S and draw arrears immediately.

2.     IMPLIMENTATION OF UPGRADATION OF PAY SCALE OF POSTMEN/MG FROM 1-1-96 AND DRAWL OF ARREARS:-

                     In spite of clear orders from Directorate till today not implemented to pensioners even in a single division. This was seriously discussed in the recent circle pension adalat and CPMG took it as a serious matter and directed AO’S to issue instructions by fixing time frame.

AT ALL INDIA LEVEL ALSO A DECESION WAS TAKEN TO HOLD DHARNA BEFORE ALL CPMG OFFICES ON 7TH AUGUST BY P IV UNION AND OUR ASSOCIATION ALSO TOOK DECESION TO PARTICIPATE IN THAT DHARNA.

IT WAS DECIDED TO PARTICIPATE IN THAT DHARNA IN LARGE NUMBER FROM EACH DVN/DIST ALONG WITH BANNERS.

3.     INCLUSION OF TRAINING PERIOD TO THOSE DIRECT RECRUITS IN SERVIDE AS ON 1-1-86 FOR TBOP & BCR PRAMOTIONS AND DRAWL OF ARREARS.

Even though orders came long back in some divisions particularly in RMS ‘Y’ DN & PRODDUTUR DN and in some other divisions not implemented by misinterpretation of orders. In the last circle pension adalat CPMG directed the concerned to issue instructions with clarification and see that the issue will be closed within one month.

4.     IMMEDIATE SHIFTING OF G.M. FINANCE OFFICE IN TOTOTO AP CIRCLE:-
Due to our hectic efforts and serious intervention of CPMG only Pension section & IFA was shifted for the time being that too with less staff, due to which the entire problem will not be solved. Unless full office shifted problems will not be solved.

it was decided by state committee if nesecerry some serious programme will be taken up in consultation with service unions to solve this problem.

5.     IMPLIMENTATION OF OEDERS ON UPGRADATION OF GRADE PAY TO HSG I PENSIONERS WHO RETIRED PRIOR TO 1-1-2006 & IN BETWEEN 1-1-2006 & 19-2008.

a] recently orders issued on 9th July 2019 along with fixation table. This state committee requests the CPMG to issue instructions to implement the same and draw arrears to pensioners. 

b] 6th cpc recommended to merge 5000,5500& 6500 scale and upgrade to 7450/- along with granting 4600/- g.p. subsequently orders issued to implement the same to those who retired between 1-1-2006 & 1-9-2008.but till date the same is not being implemented and pending since 4 years in the circle pension adalt also. In the recent circle pension adalt CPMG issued instructions to examine and settle the matter immediately.

6.     ON CGHS PROBLEMS:-

A] It was resolved to provide additional room in DABAGARDENS well ness centre which was recently converted from P&T Dispensary.

b] Provision of sufficient accommodation in the recently converted P&T DISPENDARIES at Rajahmundry, Vijayawada, Guntur, and Nellore as number of patients that too pensioners will come from various departments.

c] Demands immediate establishment of ADDL. DIRECTOR Office in AP CIRCLE as it is very essential now as there are 7 centers functioning in the circle.

d] Provision of sufficient staff in all wellness centers immediately as patients are facing troubles due to shortage of staff.

e] Immediate recognition of EMPANELLED HOSPITALS & DIOGNESTIC CENTRES in the AP CIRCLE, so that patients will get better treatment without any trouble.

7.     in addition to this some important resolutions which requires intervention of chq will be placed in the central working committing which is going to be held at GOUAHATHI [ASSAM] ON 12TH AUGUST. The separate list of resolutions will be circulated.

8.     After joining of present CPMG Sri. Balasubramanyam, he concentrated on the problems of pensioners along with problems of regular employees. He gave much impotence to CIRCLE PENSION ADALAT and tried to settle the problems as early as possible.


He is going to retire on 31-7-2019. POSTAL JCA and our pensioners association decided to felicitate CPMG on 31st. details of programme will be intimated. All are requested to attend the function in large number.

9.     REGARDING ORGANISATION AND ENROLLMENT OF MEMBERSHIP:-

A] Detail discussion took place on organization and enrollment of membership. it was decided to conduct campaign according to their convenience and at least to double the membership by end of this year and also to concentrate on life membership.

b] Capital division secretary com. N.Nageswara rao submitted resignation for the post of AGS and proposed the name of com. M.Nageswara rao, ex President, Piii, AP circle who joined as member in capital division. The same was accepted.





10. REGARDING CAT CASE BY 30TH JUNE RETIREES:-

As on date 171 members from our state joined the case. Both the advocates Sri.B. GURUDAS & Sri.M. VENKANNA dealing the matter. Cases are filing division wise. Total 17 cases will be filed by end of this month. Already two cases filed and admitted. Still some more are willing to file cases. All dist/dvnl secretaries are requested to give information to advocates about them before end of this month, so that their names will be included in present case. After wards we will not entertain fresh cases. they have to contact directly advocates.


Copies of draft resolutions to be presented in central committee on 12th Aug will be sent later.

A memorandum on CGHS problems will be sent. you are requested to meet local MP and see that memorandum will be posted to health & family welfare minister and issue will be raised in the parliament.

Kindly refer to the discussions and decisions we had taken at the NCCPA NE meeting on the last occasion.  We were to file cases before the Principal Bench of the Central Administrative Tribunal, New Delhi on the following issues:

On Option No 1.
MACP to be given effect to 1.01. 2006.

As per the advice of CGPA Kerala, we were to engage Shri Kaleeswaram Raj as our lawyer in the first case.  In the second one, we were to await the decision of the Government for some more time.  Shri Kaleeswaran Raj had indicated a consolidated sum of Rs.  2 lakhs of which we were to make the payment of Rs. 1 lakh on the day the case was to be handed over to him with vakalatnama. We had decided to collect funds for this purpose.  The CHQ had been asked to fix quota of funds for the affiliates and the COC.  We had written to all the affiliates and the CGPAs to intimate us of their membership to enable us to finalise the due statement as also to fix quota of funds for litigation purpose.  We are yet to receive reply to our communication from almost al affiliates and CGPA. 

Without having the facility of the membership of the respective organsiations,  we now give hereunder the amount to be remitted by each affiliate and COCs

The fund allocation will be reviewed on receipt of the membership details  As and when we receive the  amount  from the affiliates and CGPAs, the case wil be filed after contacting the lawyers, Shri Kaleeswaram Raj. 

In the case of MACP, the matter came up for discussion at the 47th meting of the National Council, JCM.  The Cabinet Secretary said that the Supreme Court judgements would be made applicable for all similarly placed personnel.  The meeting was held on 13th April, 2019.  We received the draft minutes in May, 2019.  The above observation of the Chairman had been omitted   We took up the matter with the Govt.  Now the final minutes have been issued.   But they have incorporated the following two words to the observation of the Chairman.  i.e. “Judgements, which are relevant and possible”.  We have again written a letter to the Govt.  to further amend the minutes.  In the meantime, the staff side has again written to the Secretary Personnel to implement the judgements of the supreme court in the cases of all similarly placed personnel. We are not going to make an indefinite wait on the Government in this matter. Our decision was to collect the application from the individual pensioners along with Rs. 1000.   No steps seems to have taken by the affiliates and the State CoC.   Once the money received, we shall be able to file the case before the tribunal.

Consultation from Specialists at CGHS empanelled Hospital for beneficiaries aged 75 years and above

Sub: Consultation from Specialists at CGHS empanelled hospitals in respect of CGHS beneficiaries aged 75 years and above -regarding

With reference to the above mentioned subject the undersigned is directed to state that the matter related to relaxation of consultation norms in respect of elderly CGHS beneficiaries was under consideration of this Ministry and it has now been decided that hereinafter, CGHS beneficiaries aged 75 years and above shall be permitted to seek direct OPD Consultation from Specialists of private hospitals empanelled under CGHS without referral from CGHS Wellness Centre.

2.If any investigations / procedures are advised and are required in emergency, no other authorization is required and the same may be undertaken. However, in non-emergency conditions approval of competent authority is required if any non-listed investigations | procedures are advised. Medicines prescribed are to be procured from CGHS Wellness Centre.

3.Private hospitals empanelled under CGHS shall provide such facilities on cashless basis at CGHS rates to pensioners, ex-MPs , Members of Parliament and such other Categories of CGHS beneficiaries , who are eligible for treatment /investigations on credit basis. More than 75 year old dependents of serving CGHS beneficiaries, who are otherwise not eligible for Cashless treatment shall claim the reimbursement from concerned Ministry /Department. Beneficiaries of Autonomous Bodies /Statutory Bodies covered under CGHS shall claim reimbursement from the respective organization.

4.These orders are in supersession of the earlier guidelines on the subject.
