                                           I am herewith submitting the items for discussion in the regional pension adalat goingto be held on 25-6-2019.

ITEMS :-
1.     MISIETERPRETATION TO DIRECTORATE ORDERS REGARDING INCLUDING TRAINING PERIOD AS SERVICEFORTBOP& BCR PRAMOTIONS IN RMS ‘Y’ DN.

                                Eventhoughthis was implimented in allmost all divisions in RMS ‘Y’ Dn with wronginterpretation it was implimented only to thoseofficialswhoare in service onthe date of issue of orders and not implimented to pensioners.when the issuewas takenup with kind PMG ,a report was called for but till date report was not sent.
                             As such PMG is requested to direct SRM to implimentthe same to all pensioners who completed training before 1-1-86 and in service on 1-1-86, which is the intention of Directorate orders.

2.     NON DRAWL OF REVISED PENSION ARREARS TO  P. CHANDRAMOHAN,RETD,MECHANIC,MMS VJA BASING ON HON’BLE HIGH COURT JUDGEMENT.

                                 Even though already orders issued by DAP ON 29-5-2019 AND CONTEMPT CASE IS PENDING IN HON’BLE CAT,till date pension arrears are not drawn till date. As such PMG is requested to issue instructions to draw pension arrears immediately and avoid contempt case.

3.     NON DRAWL OF PENSIONERY BENIFITS TO SRI. A. PRABHAKAR,PA, NANDIGAMA EVEN AFTER ONE YEAR OF FINALISATION OF PROCEEDINGS.

                                   Sri. A. PRABHAKAR,PA, Nandigama WAS ISSUED CHARGE SHEET under RULE 14 ON 18-9-17 AND COMPLETED AND PROCEEDINGS ISSUED ON 5-4-2018 BY SSPO’S VJA WITH PUNISHMENT OF “COMPULSORY RETIREMENT WITH IMMEDIATE EFFECT.”

                                But unfortunately even after one year till today no pensionary benifits were granted to him which is aganist the rules and procedures on the subject. As such PMG is requested to issue instructions to draw all pensionery benifits immediately alongwithpension.

4.     NONDRAWL OF ARREARS TO POSTMEN/MG’S AS PER THE DIRECTORATE ORDERS REVISING THE WAGES FROM 1-1-96 AND GIVINGNOTIONAL BENIFIT UPTO 1-10-97 AND DRAW ARREARS BASINGONTHAT TO PENSIONERS TILL DATE.

                                  Even though orders issued long back and after our persuation a special cell was constituted in GM FINANCE OFFICE, Divisions are not sending the cases to DAP, WHICH IS PRECARIOUS SITUATION. Generally cases will be pending in DAP OFFICE ,but unfortunately in this case they are pending in DO’S.
                                      As such PMG is requested to issue instructions to complete the process on top priority.

HOLD JOINT PROTEST DEMONSTRATIONS ALL OVER INDIA

Dear Comrades!

The monthly salary for Postal Employees as well as pension to Pensioners having SB Account in Post Offices are facing acute problem of non-credit of pay and pension on the last working day of the month (31.05.2019 and 30.04.2019). Payment of salary and pension on the last working day of the month is mandatory and violation of payment in time is viewed seriously and the responsible persons are always to answer to the problem. Incidentally, there appears to be a technical problem on the part of the Infosys who is entrusted with the job of providing the software for transferring the salary and pension into the POSB Accounts. When the payment of salary and pension paid to officials in Banks is not facing any such problem, but only the officials and pensioners having payment through the POSB are facing the problem, clearly pins the responsibility on the software provider viz., the Infosys. Either the volume of the traffic involved is not known to the software provider or the volume was not properly assessed and informed to the software company by the Postal Authorities! Either way the responsibility lies with the Department for ensuring payment of salary and pension to employees and old pensioners in time every month. It is paramount to correct the issue on war footing as such delay is becoming a recurring problem every month. The sufferings especially the senior pensioners who are to return empty handed without drawing their pension is immense.
Taking the issue involved covers all employees and pensioners, the NFPE and AIPRPA have come together and issuing a joint call to stage a protest Demonstration effectively all over India in all Divisions on 18.06.2019 in front of Divisional Offices / Head Post Offices and report the same to the Headquarters. The protest Demonstration is to focus attention on the part of the Postal Directorate so that it intervenes effectively with the service provider to set right the problem without any further delay.  Incidentally it is known to all that while making online payments a facility to transfer the money immediately or at a later date is provided in the software in all Banks. Such a facility provision by the software provider would have mitigated this type of problem altogether.

NFPE  and AIPRPA call upon all Circles / States and Divisions / Districts to mobilize the employees and pensioners in full force and organize the protest demonstrations on 18.06.2019 during lunch hour or at the close of the office in front of Divisional Offices / Head Post Offices according to the convenience of the Divisions. A compliance report about the performance of this protest may kindly be sent to the NFPE / AIPRPA headquarters by email or whatsapp. Our intention is to set right this problem immediately and the Postal Directorate is requested to take instantaneous remedial action to ensure payment on the last working day of every month as per Rules.

Consultation from Specialists at CGHS empanelled Hospital for beneficiaries aged 75 years and above

Sub: Consultation from Specialists at CGHS empanelled hospitals in respect of CGHS beneficiaries aged 75 years and above -regarding

With reference to the above mentioned subject the undersigned is directed to state that the matter related to relaxation of consultation norms in respect of elderly CGHS beneficiaries was under consideration of this Ministry and it has now been decided that hereinafter, CGHS beneficiaries aged 75 years and above shall be permitted to seek direct OPD Consultation from Specialists of private hospitals empanelled under CGHS without referral from CGHS Wellness Centre.

2.If any investigations / procedures are advised and are required in emergency, no other authorization is required and the same may be undertaken. However, in non-emergency conditions approval of competent authority is required if any non-listed investigations | procedures are advised. Medicines prescribed are to be procured from CGHS Wellness Centre.

3.Private hospitals empanelled under CGHS shall provide such facilities on cashless basis at CGHS rates to pensioners, ex-MPs , Members of Parliament and such other Categories of CGHS beneficiaries , who are eligible for treatment /investigations on credit basis. More than 75 year old dependents of serving CGHS beneficiaries, who are otherwise not eligible for Cashless treatment shall claim the reimbursement from concerned Ministry /Department. Beneficiaries of Autonomous Bodies /Statutory Bodies covered under CGHS shall claim reimbursement from the respective organization.

4.These orders are in supersession of the earlier guidelines on the subject.
