AIPRPA CHQ writes to Honourable Prime Minister!
Honourable Prime Ministerji Namaskar. We are constrained to address this letter to you as we found that even after 50 days of implemented demonetization, the pensioners and family pensioners of government of India are not in a position to receive their pension amount today. Today being the pay-cum-pension day (31.12.2016) we are facing acute currency shortage in many post offices from where we draw our pension and family pension. State Bank of India reports 'no cash' beyond the paltry and insufficient level of currencies to post offices. The senior citizens including those aged above 80 and 90 are to get only around 2000 as pension today in many places. The authorities should have known to take sufficient precautionary measures to take care of payment of pension to Pensioners and family pensioners as all know that today is the pension day. We as part of the society were patient at your assuring words that after 50 days things will turn normal. But things have turned worse as at least last month pension day ensured better payment to us. We are pained to see that your assurances have become meaningless. We request that your administration should take instant measures to give relief to pensioners and family pensioners, who toiled for the society their entire service.

ABOUT 15 LAKHS CENTRAL GOVERNMENT EMPLOYEES AND AUTONOMOUS BODY EMPLOYEES WILL PARTICIPATE IN THE STRIKE
v Central Government employees and Pensioners betrayed by NDA Govt. by breach of assurance given by Group of Cabinet Ministers including Shri Rajnath Singh, Shiri Arun Jaitely and Shri Suresh Prabhu regarding increase in Minimum Pay and Fitment formula. This is the worst pay revision after 2nd CPC report in 1960. Government implemented the report without any modification suggested by Staff side (JCM). In 1960 entire employees went on five days strike.
v Central Government Pensioners and Family Pensioners betrayed by NDA Government by not implementing Option-I (parity) recommended by 7th CPC and accepted by Cabinet.
v Autonomous bodies employees betrayed by NDA Government by issuing instructions NOT TO IMPLEMENT 7th CPC benefits to Autonomous body employees and Pensioners UNTIL FURTHER ORDERS.
v Three lakhs Gramin Dak Sevaks of the Postal Department betrayed by NDA Government by not extending the benefits of 7th CPC to them and also by not publishing the separate one-man committee report already submitted to the Government.
v Thousands of Casual, Part-time, contingent employees, daily rated mazdoors and contract workers are betrayed by the NDA Government by not regularizing their services and by not revising their wages on the principle of “Equal Pay for Equal Work”.
v 7th CPC Submitted its report after 21 months on 19th November 2015. Even after 13 months the NDA Government has not implemented the revised HRA, Transport Allowance and all other Allowances. Government is deliberately delaying it further to deny implementation from 01.01.2016 and also to delay it to next Financial year 2017, thereby denying arrears.
v Government betrayed Central Government employees and Pensioners by denying eligible 3% Dearness Allownace with effect from 01.07.2016. DA for pre-revised Minimum pay of 7000 is 7% = 490 per month. Same pre-revised pay of 7000 revised to 18000 after merger of 125% DA as on 01.01.2016. New DA granted for revised minimum pay of 18000 is 2% = 360 per month. Thus there is a recurring loss of Rs. 130/- per month in DA granted to Minimum pay. For other higher pay scales the loss is still higher.
v In the past, only one Committee before implementation of CPC report and one Anomaly Committed after implementation was constituted. This time Committee after Committees are constituted but no negotiated settlement with the JCM (NC) staff side on any of the issue, but only one-way hearing of the views of the staff side. Implementation Committee, Empowered Committee, Allowances Committee, Pension (Option-1) Committee, Anomaly Committee, New Pension System (NPS) Committee and Senior officers Committee (?) to discuss the issues arising out of 7th CPC recommendations. (no formal orders constituting the Group of Senior Offices Committee and no terms of reference made public). Almost six months are over after Cabinet approving pay scales and one year is over after submission of 7th CPC report, but no outcome of any committee).
v No negotiated settlement on Confederation’s 21 Point Charter of demands which includes increase in minimum pay, Fitment formula, no reduction of HRA rate, Revision of all allownaces, Restoration of abolished Advances, Option-1 for pensioners, Scrap New Pension System, Autonomous bodies wage revision, GDS Issues, Casual Labour issues, MACP promotional hierarchy and “Very good” bench mark, filling up of vacancies, removal of 5% compassionate appointment restriction, Five promotions, LDC/UDC pay upgradation, Parity in pay scales with Central Secretariat Staff, removal of CCL adverse condition, equal pay for equal work etc.
WHAT HAPPENED ON 30TH JUNE 2016 ?
AND WHO BETRAYED THE EMPLOYEES AND PENSIONERS ?
On the night of 30th June 2016, Shri Suresh Prabhu, Hon’ble Minister for Railways informed the Secretary, JCM (NC) Staff side Shri Shiv Gopal Misra that the Prime Minister had empowered three Cabinet Ministers, viz: Shri Rajnath Singh, Hon’ble Home Minister, Shri Arun Jaitely, Hon’ble Fiance Minister and Shri Suresh Prabhakar Prabhu, Hon’ble Railways Minister, to negotiate with the staff side, JCM (NC), and invited staff side (JCM) for a meeting at the Official residence of Shri Rajnath Singh, Hon’ble Home Minister on the same night 21:30 hrs. On persistent demand of the staff side (JCM), the Group of Ministers assured that the issue of increase in the Minimum wage and Fitment formula will be referred to a High Level Committee and the Committee will submit its report to the Government within four months.

Pensioners Post December 2016!
One year of Pensioners Post publication is completed with this December issue. With the cooperation of readers, AIPRPA frontrunners and well wishers, we have managed uninterrupted publication of 12 monthly issues. Pensioners Post was started with the motto: "For the cause of Postal and RMS Pensioners"! Yes, it has tried its best to that cause! It stood for highlighting the plight of Postal & RMS Pensioners; it worked for solution of those problems; it strived to highlight the basic need to strengthen the bond between pensioners and employees movement; it espoused the need for unity of all pensioners at national and international level for a fight-back against neo-liberal onslaught on us; it did not hesitate to voice reasonable criticism against the Government and Authorities; mainly it never compromised on the interests of workers and pensioners! Despite financial constraints as a non-commercial journal, it survived its first year! Now stepping into its 2nd year! We don't say it was perfect in each respect; but we constantly try for more and better perfection every month! We appeal to all of you to come forward to give your helping hand by organising a subscribers campaign. We want you to help crossing the last year level of subscriber base! We waited 50 days! Don't torture for 50 weeks

We Demand our Pension on 31st December!
Hold Protests between 29th and 31st as per local convenience!
On 31st December we want full payment of our pension without any restrictions. It is our earned money and certainly not "black money"! 50 days patience requested by Prime Minister will be over at the midnight of 28th December! We as and along with other patriotic people maintained patience all these days, silently bearing the tortures all around us! But after the assured 50 days at least we are expecting our monthly pension without any more EMIs! AIPRPA CHQ is writing to DoP in this regard, but calls upon the postal pensioners to raise this demand in one strong voice between 29th to 31st December. We are afraid through the media news that government is announcing that the restrictions to withdraw our own money in banks and through ATMs will continue! What is the restriction through ATMs? No ATM is working anymore! Most of the ATMs stopped working! Things have turned from bad to worse! We, the senior citizens are to be spared from the torture! - KR GS AIPRPA

OFFICE MEMORANDUM
Sub: OM No.38/37/08-P&PW (A) dated 6th April, 2016 of DP&PW: Delinking of revised pension from qualifying service of 33 years.
Attention is invited to previously issued OMs to Ministries/Departments/ AGs/UTs by CPAO on the subject mentioned above. It is observed that progress in disposal of such cases has declined in spite of repeated requests for early settlement of pending cases and out of 89,481 cases, 25,692 cases are still pending for revision. To avoid delay in payment of revised pension and arrear to the pensioners, special drive is required to clear these cases
It is requested to clear all the pending revision cases by 31st December, 2016.PAOs may be instructed to revise the remaining pending cases and send the revision authorities to CPAO for further authorization. It is also requested that in case some pending revisions are not covered under this OM, a certificate may be sent to CPAO in this regard so that these cases may be removed from the pendency list.

Respected Sir,
We the postal pensioners submit this memorandum to your benign presence for taking steps for payment of pensions on 31st December without any problem. First of all we convey our thanks for issuing instructions to give priority to pensioners while payments are done in the last month.
But inspite of clear instructions, in some offices the same is not being followed and total payments were not paid even after 20th November and pensioners are facing financial problems due to this non payments. For example pensioners drawing pensions in GUNTAKAL HO is the worst suferrers, as they did not pay full pension even till date.
We feel that the situation will become more worse by december 2016, as per the indications given by reserve bank ,as new notes are avilable only limited as the capacity of printing press is limited.
In view of the above we request the kind chief post master general to issue instructions to take steps to preserve the cash deposited in post offices and keep reserve in Head post offices by collecting cash from banks in advance, so that there will not be any problem for payment of wages to regular staff and pensioners properly.
An immediate action is requested.

1. What is Jeevan Pramaan (JP):
There are more than one crore pensioners in the country including pensioners from Central Government and Defense personnel. These pensioners get their due pension through Pension Disbursing Authorities (PDAs) such as the banks, the post offices etc.
Pensioners are required to furnish a “Life Certificate” to these PDAs in November every year either by presenting themselves personally or by delivering a life certificate in the prescribed format. The requirement to produce this certificate causes huge hardships particularly to the aged and or / infirm pensioners.
Digital Life Certificate for Pensioners Scheme of the Government of India, known as the Jeevan Pramaan (JP) seeks to address this very problem by digitizing the whole process of securing the life certificate. It enables the pensioner to generate a digital life certificate using a software application and secure Aadhaar based Biometric Authentication System. The Digital Life Certificate (DLC) so generated is stored online & can be accessed by the pensioner & the Pension Disbursing Agency as and when required by them.
2. Components of the J P/ Digital Life Certificate
There are three basic components of the Jeevan Pramaan /Digital Life Certificate:
A. The Pension Sanctioning Authority (PSAs)
It is the authority which approves and sanctions the pension of an individual. The Pension is to be delivered in the Pension Account specified in the Pension Payment Order (PPO).
B. The Pension Disbursing Agency (PDAs)
The Pension Disbursing Agencies process the DLC of the pensioners. The PDAs can register on the Jeevan Pramaan Portal to access the Life Certificates on-line. This account sign up facility has been created for the PDAs (Banks, Post Office etc), to process pension orders. The Agencies can securely login to view/ download a PDF copy of DLC of Pensioner for processing.
C. The Pensioners:
The JP uses the Aadhaar platform for biometric authentication of the pensioner. For the DLC generation the pensioners needs to have Internet Connectivity, a biometric device (list of supported devices is given on the JP portal) and JP Windows/Android Client Application Software for PC/Mobile/tablet which can be downloaded from the Jeevan Pramaan portal: https://jeevanpramaan.gov.in/
3. Pre-Requisites for Digital Life Certificate Generation
i) The pensioner must have a Aadhaar number
ii) The pensioner must have an existing mobile number
iii) Registration of the Aadhaar number with Pension Disbursing Agency ( bank Post Office etc) should have been done already
iv) Biometric device (list of supported devices is given on the JP portal)
v) PC with Windows 7.0 & above Android Mobile/Tablet 4.0 & above
vi) Internet Connectivity
4. Generation of Digital Life Certificate – Where & How
The Pensioners can either Generate DLC themselves or Let Others do it for them. The Pensioner can register and get a JP/DLC done at the below places:
i) Pensioner can download the JP application (Generate DLC themselves) from the JP Portal https://jeevanpramaan.gov.in/app/download & install client application on android based smart Phone/tablet or Windows PC/Laptop for DLC generation.
ii) Pensioner can visit any nearest Centre (having facilities for digital services) like the Citizen Service Centre (CSC), the Government Office /Banks designated for generating the DLCs and get themselves registered online using their services. Pensioner might have to pay nominally for this). The All India List of such CSCs (name & address) in various States across India is posted on JP portal at: https://jeevanpramaan.gov.in/locater

5. The Two Step process with Client Application for the Online DLC:
The Pensioner can download the Jeevan Pramaan Windows & Android client software from the portal. The client software will take care of registration for the life certificate, for authentication it will use the Aadhaar Biometric Authentication platform.
This link will be made available after submitting the e-mail address. The pensioner or the operator needs download the client application as per their requirement.
Generation of DLC using the Client Application Software (the registration and generation of Jeevan Pramaan) gets done in two basic steps:
5.1 Operator Authentication /Device Registration
It is required to authenticate /register the biometric device (this one time only for a particular biometric device whether it’s the agencies doing the DLC generation or it is being done by the pensioners herself/himself). The operator / pensioner provide Aadhaar Number and a Mobile number and receive an OTP which is provided in the online application form/ software module for registration.
On entering correct OTP, below screen shall be presented. Provide Name & Email ID and click ‘Scan Finger’. Scan finger-print on finger-print scanner or scan Iris (Eye) on Iris Scanner connected to PC/mobile/tab.
once the finger-print/Iris is authenticated, the system displays ‘Device Registration successful’ message on the screen as shown in the screen below. Click on OK.
On clicking OK, Pensioner Authentication Screen appears. Pensioner now has to move to the Next step 2 -For Pensioner Authentication.
5.2 Authentication and Certificate Generation
The pensioner data Aadhaar Number and Mobile number is to be entered in the online application form after which the pensioner receives an OTP.
The pensioner has to enter the OTP and click OK (See Screen shot below)
If correct OTP is entered, following screen is presented. On next screen given below, enter mandatory information like Pensioner Name, PPO Number, Type of pension, name of Sanctioning Authority, Disbursing Agency, email and Bank Account number etc. Select Remarried options, Re-Employed Options.
Check small grey box as shown below. Then click ‘Scan Finger’ button & this will start the finger/Iris scanning process.
Once the Finger Print/Iris Authentication is successful, the life certificate of the pensioner is displayed as shown below and an SMS acknowledgement is sent to the pensioner’s mobile number. This sms has Jeevan Pramaan Certificate ID. The generated certificates or DLCs are stored in the Life Certificate Repository and is available anytime & anywhere for use by pensioner & Pension Disbursing Agency.
6. Electronic Delivery of DLC
Once the certificate is generated, the Pramaan ID is sent in a sms to the pensioner for further use (print). The Digital Life Certificate or the Jeevan Pramaan can also be electronically delivered to the Pension Disbursing Agencies. The PDAs can access and view the Life Certificate on the Jeevan Pramaan website and also download the same The PDAs can get in touch with Jeevan Pramaan team, to enable the e-delivery facility as well as for login access.
7. Pensioner Access to the JP/DLC
The Pensioner can have the DLC available not only at the time of DLC generation but the can also download a PDF copy of the generated digital certificate from Jeevan Pramaan website(https://jeevanpramaan.gov.in/) by using the generated Jeevan Pramaan ID or Aadhaar number.
The Jeevan Pramaan /Digital Life Certificate application is simple and easy to implement and leaves out the difficulties which the pensioners face in production of life certificates every year. It also reduces the chances of wrongful disbursal of pension.

Pensioners International Conference at Kathmandu!

TUI - International Conference of Pensioners & Retired
“Let us unite all the Pensioners and Retired” – was the slogan of the TUI P&R international conference at Kathmandu! The WFTU (World Federation of Trade Unions) is a Federation of trade unions functioning at international level for unifying the working class. It is a class oriented trade union organization. There are different Trade Union International wings under WFTU for different sectoral employees. In the year 2014 the WFTU had founded a new TUI body for Pensioners and Retired in an international conference at Barcelona (Spain). Since then this TUI Pensioners and Retired international organization is organising the pensioners and retired employees of various countries.
The TUI Conference at Barcelona had decided to organise continent wise conferences of pensioners organisations. Accordingly the international conferences of American Continent, African Continent and for Europe Continent were organised recently. Pensioners organizations from 25 countries participated in the Regional Conference of America held at Ecuador in September 2016. 42 countries participated in the Regional Conference for Europe held at Denmark. The African Regional Conference also was a huge success. In the same manner the Regional Conference of TUI Pensioners & Retired has been organised for Asia Pacific Region in Nepal. The Conference was organised in the capital city of Nepal the “Kathmandu” on 3rd December 2016. AIPRPA participated in this international conference as an affiliate of TUI P&R. Comrade K.Ragavendran the General Secretary of AIPRPA had attended and took part in the debate also. NCCPA (National Coordination Committee of Pensioners Associations) was represented by its Secretary General Comrade KKN.Kutty. Comrade VAN.Namboodiri the Patron of AIBDPA as well as the Technical Committee Member of TUI P&R was part of the presidium of the Conference. Delegates and visitors from SAIL (Steel Authority of India, West Bengal) also participated.
Delegates from Nepal, India, China and Bangladesh attended the Conference. TUI P&R President Comrade Dimos Koumporis from Greece guided the Conference on behalf of the headquarters organization. The inaugural and open session of the Conference was attended by plethora of leaders from various organizations and political leaders. Comrade Bamdev Gautam former Deputy Prime Minister of Nepal addressed as the Chief Guest. The Deputy Director of International Labour Research Division of All China Federation of Trade Unions Comrade Zheng Haixin was one of the distinguished guests. Comrade K.C.Mohan Bahadur the Vice President of TUI P&R and many Parliament Members and leaders of Pensioners as well leaders of Confederation of Nepalese Professionals (CONEP) attended and addressed. Comrade VAN.Namboodiri from the presidium also addressed the open session and explained the attacks on pensioners and the resistance developing against the attacks in India.
The Open Session began with the initial presentation of the TUI P&R President Comrade Dimos. Delegates of participating countries addressed on various issues concerning pensioners and retired. NCCPA Secretary General explained the conditions of Civil Pensioners in India and the attack on pension in the shape of NPS. Comrade K.Ragavendran General Secretary AIPRPA explained the need to strengthen the unity and united action of pensioners and retired and suggested various organizational steps to be taken in that direction by the TUI P&R. Comrade VAN.Namboodiri also pointed out the main issues faced by the Pensioners in India. Delegates from SAIL spoke about the condition of retired in the Steel Authority of India, who are not covered under any pension schemes. The summing up speech was again made by the TUI President Comrade Dimos.
The TUI Conference took many important decisions. It was observed that the problems of pensioners and retired are common all over the world. It was decided that a strong organization is a prerequisite to wage a strong fight against the capital, which is attacking the social security under liberalization. As the Capital does not want any rights for the Pensioners and Retired, it has begun to confiscate pension also. The TUI Conference came to the conclusion that the lost rights of pensioners and workers are to be won back through our strong organizations and united movement.
The TUI Conference at Kathmandu elected a Committee including the representatives from India for concentrating the task of strengthening the TUI Pensioners & Retired. There are three members from India in the Committee. Comrade D.Gopalakrishnan the TUI Organising Secretary for Asia; Comrade VAN.Namboodiri Member of the Technical Committee of TUI P&R; and Comrade Swapan Mazumdar (SAIL) are elected as the representatives from India.
The TUI Kathmandu Conference adopted a ‘Kathmandu Declaration” unanimously on the conditions prevailing and the tasks before us.
