            News: Bharat Ratna APJ Abdul Kalam Passed Away: Former Indian President Bharat Ratna APJ Abdul Kalam (Avul Pakir Jainulabdeen Abdul Kalam) Passed Away today(27.07.2015). He was reportedly collapsed on stage while giving a lecture at the Indian Institute of Management in Shillong and immediately rushed to hospital. Doctors say he suffered from a cardiac arrest.

            Dr Kalam was born in Rameswaram on October 15, 1931, to a boatman. He played a pivotal role in India's Pokhran-II nuclear test in 1998, the first since the test by India in 1974. He was known as Missile Man India for ensuring the success of Integrated Guided Missile Development Programme (IGMDP). For his achievements, he was awarded the Padma Bhushan, Padma Vibhushan and Bharat Ratna, and then he became the 11th President of India in 2002. He was THE BEST and the ONLY president of India who inspired youth. His life itself is a motivational lesson for the modern youth

1954: Graduated from Saint Joseph's College, Tiruchirappalli. 
1955: Enrolled at the Madras Institute of Technology to study aerospace engineering. 
1960: Joined Aeronautical Development Establishment of Defense Research and Development Organization (DRDO) as a chief scientist. 
1969: Was transferred to the Indian Space Research Organization (ISRO). 
1981 : Honored with Padma Bhushan 
1990 : Honored with Padma Vibhushan 
1992-1999: Served as the Chief Scientific Adviser to the Prime Minister and the Secretary of Defence Research and Development Organisation. 
1997 : Honored with Bharat Ratna

2015 : Passed Away on 27th July.

The entirety of Indian Working Class under the united banner of All Central Trade Unions as well as the independent Federations and Trade Unions of Central Government including the Confederation of CG Employees and Postal Federations of NFPE and FNPO, Public Sector Trade Unions like the Banks, Insurance, BSNL etc as well as the State Government Employees are launching an all India Strike on 2ndSeptember, 2015.

This Strike is against the neo-liberal policies pursued vigorously by the Modi led Central Government to the total detriment of workers and employees. Public Sector institutions are being dismantled. Railways and Defence are being privatised. Postal is being corporatized to lead the way for privatisation. FDI is increased to 49% in Insurance, Banking, Pension Fund etc.  The peasantry is under severe attack through the ordinances to facilitate land grab by the Corporate Houses without any hindrance. Corporates are given a red-carpet welcome in the name of Make In India and to woo the Corporate Houses, the Central Government has aimed to destroy all labour friendly laws including the right to association and collective bargaining.

The Social Security including the Pensionary rights are under serious attack. More than 12 lakhs of new entrants in Central Government Services alone are brought under PFRDA and thus under the ambit of National Pension Scheme controlled by Private Fund Managers. Their social security and pension are under the threat of unknown future. PFRDA further aims to take away the pensionary rights of the employees recruited even earlier to 1.1.2004 and also the existing Pensioners. The neo-liberal policies are attacking and slashing the pension several times in different countries under the austerity measures as in Greece, where the pension was froze at 2009 level without any further increase. The work force in Greece is being axed in tens of thousands as in many other countries. India is not insulated against such dangers as long as the Governments pursue the nefarious neo-liberal policies. The demand of the pensioners of the armed forces for ‘One Rank One Pension’ and the demand of the Civilian Pensioners for a Pension Parity between the past and future pensioners will definitely be a far cry under neo-liberalism.

It is under these circumstances, the entirety of Indian Working Cllass have come together and called for a nationwide one-day strike action on 2nd September, 2015. We, the Pensioners, are part of the common movement against the neo-liberal policies. Therefore pending a final decision of solidarity in the ensuing National Convention of CG Pensioners under the banner of NCCPA to be held at Hyderabad City on 31st July, 2015, the AIPRPA calls for a nationwide mobilisation of Postal and RMS Pensioners at all places in support of the striking working class and the CG Employees. The solidarity can be in the shape of a human chain, or a dharna, or a demonstration, or any other form suitable to local conditions including issue of press releases and pamphlets. Forging hands with other Pensioners Organisations as well as the Confederation and Postal Federations and other organisations of middle class employees will be a step in right direction.

Our AIPRPA leadership at all levels are requested to take necessary initiative to unify all Pensioners Organisations in this direction. The final decision of NCCPA Convention at Hyderabad will guide us more in all our activities towards mobilizing pensioners in solidarity to the striking workers and employees.

IMMEDIATE REACTION OF CPMG AP CIRCLE SRI. B.V. SUDHAKUR,IPS ON PENSIONERS ISSUES.


our honourable CPMG Sri.B.V.Sudhakur  IPos A.P.Circle, Hyderabad has visited Ongole Head Post Office on 17.7.2015  in connection with the opening of  NAVYATRHA scheme.

  A team of  Postal and RMS pensioners Prakasam division, has met the Cheif Postmaster General, AP Circle, Hyderabad  and represented and requested for supply of  chairs on the pension day for the sick pensioners. Immediately the honourable chief Postmaster General, AP Circle  has sanctioned and supplied 15 arm chairs.

 The Prakasam division Postal and RMS association has thanked to the Chief Postmaster  General, AP circle for his immediate action.

AIPRPA AP CIRCLE CONVEYS THANKS TO CPMG FOR IMMEDIATE ACTION, WHICH WILL GIVE INSPIRATION TO OTHER OFFICERS.

Important Guidelines to Delegates reaching NCCPA National Convention at Hyderabad on 31st July


GUIDENCE TO DELIGATES ATTENDING NATIONAL CONVENTION OF NCCPA AT HYDERABAD 
ON 31ST JULY 2015



1.        NCCPA NATIONAL CONVENTION WILL BE HELD IN SUNDARAYYA VIGNANA KENDRAM, LOCATED AT BAGH  LINGAMPALLI, HYDERABAD WHICH IS FAMOUS IN HYDERABAD. ANY ONE CAN GUIDE BY REFERING THE NAME OF THE VENUE.

2.      ACCOMODATION FOR STAY OF DELEGATES IS AVILABLE FROM 30TH EVENING FOR STAY.

3.        ACCOMODATION FOR STAY ARRANGED IN THE SAME VENUE IN TWO BIG HALLS. NO COTS ARRANGED. ONLY CARPETS WILL BE ARRANGED.  DELEGATES MAY BRING ONE OR TWO BLANKETS ONLY.

4.        AS WEATHER IS NORMAL, LIGHT CLOTHING IS SUFFICIENT. NO NEED FOR WINTER CLOTHING.

5.        THERE MAY BE RAIN.  PLEASE BRING UMBERELLA, IF ANYONE WANTS TO GO OUT SIDE.OTHERWISE UMBRELLAS ARE NOT NESCERRY AS ENTIRE ACCOMODATION, CONVENTION HALL AND DINING IS WITHIN THE SAME PREMISES.

There are (3) three important Railway Stations in Hyderabad viz., Hyderabad, Secunderabad and Kacheguda Stations.

 (a) KACHEGUDA STATION: Kacheguda Railway Station is nearest to the venue.  IF ANY BODY COMING TO THAT STATION CAN REACH THE PLACE BY AUTO IN 10 MTS. THEY WILL CHARGE MAXIMUM 40/- FOR AUTO IN WHICH THREE CAN TRAVEL.

(b) SECUNDERABAD STATION: Those who reach Secunderabad Station CAN COME BY AUTO. Autowalas WILL CHARGE MAXIMUM 75/- FOR AUTO. FREQUENT CITY BUSSES ARE ALSO AVILABLE FROM SECUNDERABAD STATION.  CITY BUS  NO. 2 WILL STOP BEFORE THE VENUE. CHARGE WILL BE RS. 10/- FOR EACH PERSON AND TAKE MAXIMUM 30 MINUTES TIME FOR TRAVEL.

 facilities available to  a pensioner
 residing in a non CGHS area 
xi. Pensioner residing in non- CGHS covered areas have the option to become CGHS beneficiary and avail CGHS facilities from the nearest CGHS covered city. 

xii. Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs300/- per month and opt not to avail CGHS facility. 

xiii. Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs300/- per month for OPD treatment and obtain CGHS card from nearest CGHS covered city for inpatient facilities under CGHS. No OPD medicines shall be issued in such cases. 

xiv. CGHS pensioner beneficiaries (and their dependant and eligible family members) who are holding a valid CGHS Card and residing in a non-CGHS area shall be eligible to obtain inpatient medical treatment and also follow up treatment from Govt. Hospitals I CS(MA) /ECHS approved hospitals on proper referral from CGHS dispensary and submit the medical reimbursement claim to the AddI. Director/ Joint Director of CGHS of city where the CGHS card is registered. 

1. In case of medical emergency , treatment may be obtained from any hospital and medical claim shall be submitted to AD/JO CGHS of the concerned city. 

2. Reimbursement shall be limited to the CGHS rates of the city where the card is registered and as per the ceiling rates and ward entitlements or as per actuals, whichever may be less.

            The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has called for use of self - attested certificates since this has been approved by the Government of India for over last eight months. He was presiding over a review meeting of Department of Administrative Reforms and Public Grievances (DARPG), here today. Dr. Jitendra Singh has urged the State governments to encourage this practice and also appealed to the common people, particularly youth, to bear in mind that whenever they approach an office with documents, they should bring to the notice of the authorities that the Government of India now allows self attestation of certificates by the candidate himself. 
            Dr. Jitendra Singh informed that a circular to this effect had already been sent to the State governments and though most of the states have responded positively, yet in many cases, the information is still not fully percolated to the lower levels of administration. He said that introduction of self attested certificates was one of the most historic measures introduced by the Modi government soon after it took over. The decision was universally hailed both by administration as well as by public. 
            This revolutionary step not only lessened a lot of hardship faced by the youth applying for jobs or higher education but also conveyed a bigger symbolic message that the Modi government had the capacity to trust the youth of this country, he added. 
            Recalling from his personal experience, Dr. Jitendra Singh stated that he had personally been a witness to a number of hardships that the youth went through looking for a gazetted officer, a notary, etc., for attestation. Moreover, in certain remote areas of the country many a time, a gazetted officer or a notary was not readily available in the vicinity to perform the task of attestation, he added. 
            On occasions, there were also complaints that young aspirants had to shell out meager amount in their pockets for accomplishing the task of getting the huge pile of certificates attested. This is particularly ironic in the present age of high technology and biometric facility, he observed and added that in certain areas and departments, however, where statutory, legal or security nature are involved, the earlier practice of getting attestation from an authorised authority has nonetheless been allowed to carry on. 
            During the review meeting, an assessment was also made of the number of other recent initiatives by DARPG department which include introduction of a pension portal, "Jeevan Praman" initiative, "Anubhav" programme, biometrics and new methods for ease in governance. The Secretary DoPT, Shri Sanjay Kothari, the Secretary DARPG, Shri Alok Rawat and other senior officers of the Ministry of Personnel, Public Grievances & Pensions have participated in the meeting.
