RESPECTED SIR,

 

                                 We are constrained to bring to your kind notice the problems facing by the subscribers particularly pensioners due to non settlement of long pending issues in r/o cghs wellness centers.

1.     PROVISION OF ADDL. DIRECTOR CGHS ADMINISTRATIVE OFFICE IN AP CIRCLE.

 

                                 Even after a period of 5 years after separation of AP& TELANGANA STATES and many reminders from pensioners till date no action taken for formation of ADDL. DIRECTOR office for AP State, because of which we are compelled to go to Hyderabad for settlement of even small problems.

 

                             It is to inform that construction of AIIMS, is going to complete within 3 months which is located at MANGALAGIRI, the capital area and having sufficient space in which accommodation can be provided for addl. director office which is under the same ministry.

 

 

 

                                 If it is provided there, there will not be any necessity to establish separate wellness centers with addl. director office. Even as per rules separate counter has to be provided for CGHS subscribers in AIIMS.Instead ADDl. Director Office may be provided in the same premises.

As such it is requested to settle the issue immediately.

 

2.     PROVISION OF SUFFICIENT STAFF IN RECENTLY CONVERTED 5 P&T DISPENSARIES IN AP CRCLE.

 

                                       Even though five POSTAL DISPENSARIES located at VISAKHAPATNAM, RAJAHMUNDRY, VIJAYAWADA, GUNTUR & NELLORE are converted as CGHS WELLNESS CENTRES 2 years back till date no action was taken to provide sufficient staff in those centers. Recently BSNL pensioners also included in these centers and number of patients subscribed increased very much and facing many problems in submission of applications for new member ship and renewal of cords and other problems.

 

                                      Even the temporary outsourced staff also removed stating that their period is over. Even single non technical staffs are available in these wellness centers. Even ADDL. DIRECTOR is also in helpless situation because he is not competent to grant permission for engagement of staff temporarily and proposal was submitted by him to Directorate but till date no action taken.

 

                                    As such you are requested to pursue the matter with utmost priority and appropriate action may be taken to sanction sufficient staff permanently and to issue instructions to permit engagement of required staff on temporary basis so that at least problem will be solved temporarily till permanent staff is provided.

 

 

 

 

 

3.     PERMITTING SUBSRIBERS TO PAY SUBSCIPTIONS ON DEMAND DRAFT ALSO.

 

                              After converting the process of paying subscriptions by BHARAT KOSH particularly pensioners are facing troubles because of non updation immediately. Even after payment of subscription through BHART KOSH it is taking minimum 15 days to one month for updation due to  transfer of amount to ADDL. Director  IS DELAYED BADLY because of which particularly non cghs area pensioners are facing troubles for visiting ADDL. DIRECTOR office number of times.

 

                                   As such we request the DIRECTOR to issue instructions to allow payments by DEMAND DRAFTS also in addition to BHART KOSH and help pensioners.   

 

4.     EMPANELMENT OF ELIGIBLE HOSPITALS IN NON CGHS AREA ALSO

.

                                 As per the present rulings only empanelment was allowed for hospitals located in CGHS WELLNESS CENTRES located cities only. but now due to allowing postal pensioners in non cghs area and BSNL pensioners number of CGHS subscribers are drastically increased in wellness centers and they are living in non CGHS area. They are practically facing problems to attend for treatment, as they have to come to CGHS wellness centre located towns for inpatient and outpatient treatments.

 

                                      AS SUCH WE REQUEST THE AUTHORITIES TO MDIFY THE RULES AND EMPANELLMENT MAY BE ALLOWED FOR HOSPTALS IN NON CGHS TOWNS ALSO so that most of the pensioners will be relieved from the  problems they are facing.

 

 

 

 

 

 

 

 

 

5.     OPENING OF CGHS WELLNESS CENTERS IN MORE TOWNS AT LEAST ONE IN EACH DISTRICT.

 

                                 After inclusion of non cghs area postal pensioners and BSNL pensioners it became more important to open wellness centers at least one in each district and particularly immediately in the cities mentioned below.

 

[A]TIRUPATHI, as it is the holy city and famous internationally ,heavy number of pilgrims will visit daily  from nook and corner of the country, it is important to establish wellness center immediately.

 

[B] KAKINADA: as this is the big city in EAST GODAVARY DISTRICT HAVING HARBOUR AND BIG CITY AFTER VISAKHAPATNAM it is necessary to establish wellness center immediately.

 

 

[C]IN ADDITION STEPS MAY BE TAKEN TO ESTABLISH WELL NESS CENTERS IN THE FALLOWING CITIES ASEARLY AS POSSIBLE. 1. SRIKAKULAM

2. VIZAYANAGARAM 3. ANAKAPALLI 4. ELURU 5. BHIMAVARAM

6. MASULIPATNAM 7. ONGOLE 8. CHITTOR 9. KADAPA 10. ANANTAPUR

11. KURNOOL 12. PRODDUTUR 13. HINDUPUR 14.TENALI 15. KAVALI.

 

                                     WE HOPE THAT KIND DIRECTOR WILL LOOK INTO THE ISSUES SERIOUSLY AND TAKE STEPS TO SETTLE THE PROBLEMS MENTIONED ABOVE IMMEDIATELY AS EARLY AS POSSIBLE AND HELP THE PENSIONERS PARTICULARLY LIVNG IN NON CGHS AREA.
