Pre-2006 Pensioners with less than 33 years service - Check with the Table!

What should be your Minimum Pension?

Delinking of 33 years of service for full pension for all Pre-2006 Pensioners with less than 33 years of service including those with just 10 years service are now guarenteed a minimum pension of 50% of the minimum of the pay scale and the appropriate Grade Pay corresponding to the pre-revised scale of pay in which the Pensioner had retired. 

Now you may verify your basic pension w.e.f. 1.1.2006 with the following Table and if the figures in the Table is more than your basic pension as per your PPO, then you are eligible for refixation of pension with effect from 1.1.2006 and full arrears:

NFPE R3 AIC OPENS IN GANDHINAGAR GUJARAT TODAY

31st AIC of NFPE R3 at Gandhinagar (Gujarat)

The 31st AIC of NFPE R3 has commenced its three day session today at Gandhinagar the capital of Gujarat. In the backdrop of the call for an indefinite strike by the entirety of CG Employees by the NJCA on 11th July; the call for one-day strike by the Trade Union Centres and Federations including the Confederation and NFPE on 2nd September, 2016 and the implementation of Cadre Restructuring by the Postal Department partially in the Postal  Wing Group 'C' section, this AIC is meeting. Comrades M.Krishnan (SG Confederation); C.C.Pillai (Ex-SG NFPE and CHQ Advisor to AIPRPA); R.Seethalakshmi (GS P4); P.Suresh (GS R4); and R.Sathyanarayana (GS Postal Accounts) among other leaders attended. On invitation from Giriraj Singh the GS of R3, Comrade K.Ragavendran General Secretary AIPRPA and Ex-SG NFPE also attending the AIC. CHQ Office Bearers of AIPRPA Comrades Y.Naghabhushanam and B.M.Sunda also participating in the AIC.

PENSIONERS POST - JUNE ISSUE!

The monthly journal of CHQ "Pensioners Post" June issue is getting ready. Lay out of the journal is completed and gone for printing. The issue will be posted to all subscribers on 24.06.2016. The State General Secretaries / State General Convenors / District & Divisional Secretaries are requested to take a keen interest in enrolling more subscribers and remit the money in the 'Pensioners Post' PNB SB Account by NEFT transfer. The enrolment of sufficient number of subscriptions is a must for the survival of the journal uninterrupted. The subscriptions so far collected and remitted have carried us this far up to 6 issues, but the continuation of the journal fully depend upon your full involvement and enrolling hundreds of new subscribers without any further delay. Comrades should appreciate the difficulties involved in printing a journal regularly and the cost involved in it.

ALL PENSIONERS ARE ELIGIBLE FOR FULL PENSION BY THE DELINKING OF 33 YEARS CONDITION!

GOVERNMENT CLARIFIES THAT 10 YEARS SERVICE ALSO ELIGIBLE FOR FULL PENSION 
UNDER 6.4.2016 ORDERS!

Dear Comrades, Some doubts were being raised here and there as to whether Pensioners who retired with just 10 years of service are also eligible to draw full pension instead of prorata pension as per 6th April orders of the Pension Ministry. Now it has been clarified by the Ministry of Finance that they are also eligible for the full pension. The orders of the MOF is placed below:

AIPRPA WRITES TO CABINET SECRETARY AGAINST DROPPING OPTION NUMBER 1 OF 7th CPC RECOMMENDATION FOR PARITY IN PENSION

Dear Sir,

Subject:- Acceptance of Option Number 1 of the 7th CPC Recommendations on Parity of Pension of Pre-2016 Pensioners – regarding.

We are deeply shocked to learn through the Staff Side JCM that the Defense Ministry and the Department of Pension & Pensioners Welfare are objecting to the implementation of the recommendation made by the 7th CPC on offering an Option to notionally add the number of increments earned in the last pay scale before retirement for calculating the minimum pension to past pensioners. The objection of the Defense Ministry is shocking as it had recently consented to the grant of One Rank One Pension to its own Pensioners. The objection of the Pensioners Ministry that this recommendation is not feasible due to non-availability of service records of Pensioners is most unjustified.

The non-acceptance of this recommendation will cause a major financial loss to many Pre-2016 Pensioners. It should be borne in mind that the Fifth CPC while evolving the norm of modified parity had mentioned in its Report that further improvements could be brought about by future Pay Commissions. It is after 20 years that 7th CPC taking a step in this direction recommended consideration of number of increments earned in that level while in service. The recommendation cannot be set aside on the plea of non-availability of record.

The issue, therefore, needs reconsideration especially in view of the following points:
i)                    Service Records are protected documents and cannot be destroyed without specific orders of the competent authority; Even if the Service Records of some of the Pensioners were not available, the same can be reconstructed/recast as per prescribed procedures and as per directions of various courts issued from time to time in such cases.
ii)                   All the Past Pensioners cannot be made to suffer heavy financial loss due to some missing records – which can in any way be reconstructed as stated above.
iii)                 5th & 6th Pay Commissions had recommended for grant of Modified Parity to past Pensioners. The orders were implemented on the basis of service records.
iv)                 Recommendations of the 7th CPC in Para 10.1.67 (option 1) for Parity of Pension of Past (Pre-2016) Pensioners were based on legal and Constitutional grounds.

It is, therefore, requested that the Government should reject the opinions of both the Defense Ministry and the DOP&PW as well as the Empowered Committee and approve the recommendation of 7th CPC regarding option Number 1 to grant Parity to Pre-2016 Pensioners.
